Superintendent’s Message
It’s hard to believe we are already nearing the end of another great school year! I’d like to take a moment to highlight just a few of the outstanding individuals who make our school district such a special place to learn and grow.
Last week, I had the distinct honor of celebrating two exceptional educators. ALonna Soward, a dedicated fourth-grade teacher at Monocacy Elementary School, was named the 2025 FCPS Teacher of the Year. Her passion for student success and deep connection to her school community truly exemplify the heart of our mission at FCPS.
We also proudly recognized Lydia Kowalski of Brunswick High School, the recipient of the 2025 FCPS Charles E. Tressler Distinguished Teacher Award, sponsored by Hood College. Ms. Kowalski’s tireless support for her students' academic and personal growth are deeply inspiring.
In late April, we celebrated more excellent staff within our district. AnnaClaire Ballard-Ayoub of Brunswick Elementary was honored as our nominee for the Washington Post Teacher of the Year, and Dr. Stephanie Ware, principal of Walkersville High School, was named a finalist for the Washington Post Principal of the Year award. Their leadership and innovation continue to elevate the standards of excellence across FCPS.
At our next Board of Education of Frederick County meeting on May 21, we look forward to celebrating the FCPS Support Employees of the Year in six categories, recognizing the vital roles they play in supporting our students, staff, and schools each day. We look forward to announcing the overall Support Employee of the Year at that meeting.
Please join me in congratulating them and celebrating the positive impact they make in the lives of our students and families.
This week is also Teacher Appreciation Week, a time dedicated to recognizing the heart and soul of our district—our dedicated teachers. Each day, you bring passion, creativity, and unwavering commitment to our classrooms, shaping the minds and futures of our students. Your efforts do not go unnoticed, and your impact reaches far beyond the walls of our schools. On behalf of the entire district, thank you for all you do. This week and every week we celebrate you.

Recognized in the first full week of May, Teacher Appreciation Week is a time to celebrate all that teachers do to help students learn and grow. The dedication providing students with quality instruction, as well as helping develop future generations is a vital role in our society. Thank you for all that you do!
Announcing the 2025-26 FCPS Teacher of the Year!
Monocacy Elementary’s ALonna Soward named 2025-2026 Teacher of the Year
ALonna Soward, a charismatic fourth grade teacher at Monocacy Elementary and a proud FCPS graduate, is the 2025-26 Frederick County Public Schools Teacher of the Year.
Soward was surprised with the news at a ceremony held at Monocacy Elementary attended by students, teachers, administrators, and county and system leaders. Soward is the first Monocacy Elementary teacher to earn FCPS Teacher of the Year. She will serve as the FCPS representative in the Maryland State Teacher of the Year program.
“I am so thrilled to celebrate ALonna Soward as the 2025-26 FCPS Teacher of the Year,” FCPS Superintendent Dr. Cheryl L. Dyson said. “She enthusiastically supports her students, and she cares deeply about the success of everyone in her classroom.”
Soward has served as a teacher at Monocacy Elementary, where she also completed an internship while in college, since 2019. She is the fourth grade team leader and an active member of the School Improvement Team, STEM Team, and Systemic Blueprint Team. Soward is a mentor to novice teachers. She is well known at Monocacy Elementary for her innovative, fun lessons.
Soward holds a Bachelor of Arts in Elementary and Special Education from Hood College in Frederick, where she also earned a Master’s of Science in Educational Leadership. She chose to attend college in her hometown. She is a proud Frederick High graduate and also attended West Frederick Middle, Spring Ridge Elementary, and Lincoln Elementary as a student.
“She speaks with great passion and excitement about the progress of her students and the work being done within the classroom,” wrote Monocacy Elementary Principal Troy Barnes in his Teacher of the Year recommendation. “Her excitement for education is contagious across her team and the entire school.”
Principals kick off the Teacher of the Year selection process by nominating outstanding educators. From there, selection committees at each level, comprised of FCPS leaders, teachers and community members, play a crucial role in the evaluation process.
FCPS is appreciative of partners Dynamic Automotive, Education Systems Federal Credit Union, and Ferko Maryland Federal Credit Union for providing cash gifts and to Brewer’s Alley, Curious Iguana, Frederick Coffee Company & Cafe, and Madrones for providing gift certificates.

Announcing the 2025 Tressler Award Winner!
Brunswick High School Literacy Specialist Earns Tressler Award
Brunswick High School Literacy Specialist Lydia Kowalski is the 2025 Charles E. Tressler Distinguished Teacher Award recipient.
Kowalski was surprised by Brunswick High students and staff, along with local and system leaders.
The Charles E. Tressler Award, sponsored by Hood College, annually recognizes an FCPS teacher who goes above and beyond. The award is named after Tressler, a former member of the Hood college faculty who encouraged young people to enter the profession of teaching and was established as a gift from the late Samuel Eig from Gaithersburg, MD.
This year's winner, Lydia Kowalski earned a Bachelor of Arts degree in English, with a minor in secondary education, from Mount St. Mary’s University and Master’s of Science degree with reading specialization at Hood College.
Kowalski is a former FCPS Teacher of the Year finalist.
FCPS Names Finalists for Washington Post Educator Awards
Walkersville High principal Dr. Stephanie Ware and Brunswick Elementary music educator AnnaClaire Ballard-Ayoub are finalists for educator awards facilitated by The Washington Post.
Dr. Ware is the 2025 Frederick County finalist for Washington Post Principal of the Year. Ballard-Ayoub is the 2025 Frederick County finalist for Washington Post Teacher of the Year.
Both were surprised by the news via ceremonies at their schools attended by students, staff, and community leaders.
Now in its 42nd year, The Washington Post Educator Awards recognize outstanding school leadership and celebrate educators who demonstrate exceptional dedication to improving student outcomes across the Washington metropolitan area. Educators are nominated by their school systems and communities.

At Walkersville High, Dr. Ware is known for always making decisions in the best interest of students.
Walkersville High earned four out of five stars on the most recent report card issued by the Maryland State Department of Education – with gains in the Academic Achievement, Readiness for Postsecondary Success, and School Quality and Student Success categories.
Last summer, Walkersville High received the FCPS Sportsmanship Award banner in recognition of the character shown by student-athletes during the 2023-24 school year.
Prior to serving at Walkersville High, Dr. Ware was principal at Monocacy and Oakdale middle schools, assistant principal at Brunswick and Frederick high schools, and teacher at Middletown High and Urbana Middle.
Dr. Ware earned her Bachelor of Arts degree in English and secondary education from McDaniel College in 2002, her Masters of Education degree in educational leadership from Hood College in 2007 and her Doctorate of Education in administrative leadership for teaching and learning from Walden University in 2014.
AnnaClaire Ballard-Ayoub, Washington Post Teacher of the Year finalist
Ballard-Ayoub, a 2024 FCPS Teacher of the Year finalist, joined the faculty at Brunswick Elementary in 2023. Prior to that, she taught music at Monocacy Elementary. In 2017, she was awarded the VFW Teacher of the Year Award for her programs, which celebrated veterans.
During her surprise ceremony, she walked through two lines of cheering faculty and staff. When asked to provide remarks, she chose to keep the focus on the fourth and fifth grade students in attendance, many of whom are active in the school’s music offerings.
Ballard-Ayoub has a Masters of Music from Peabody Conservatory and she has earned an Orff-Schulwerk certification from George Mason University.

Bus Drivers Appreciation Week
May 5 - 10
This week is Bus Drivers Appreciation Week across the MPSSAA. FCPS joins school systems and interscholastic athletic departments across Maryland in thanking all of our dedicated field trip secretaries and bus drivers who are important teammates in FCPS Athletics.
Career Signing Day
Career Signing Day was a great success on May 8th!
The fifth annual Career Signing Day celebrated and recognized FCPS high school seniors who will be graduating having completed a successful apprenticeship and directly enter the workforce. Be on the lookout for a gallery from the event held at Frederick Community College.

Board of Education Updates
Board Meeting Recap: May 7, 2025
The BOE recognizes and proclaims the month of May as Pupil Personnel Workers (PPWs) Month. The BOE also recognizes and proclaims Children's Mental Health Awareness Week (May 4-10) & National Physical Education and Sport Week (May 1-7).
The BOE awarded graduation ceremony medals to SMOB Brooke Lieberman (2023-2024) and SMOB Elijah Steele (2024-2025).
The Board approved the Middletown Elementary/Middle School co-located project construction documents.
The Board approved the Guaranteed Maximum Price (GMP) for Yellow Springs ES replacement project.
Policy 418, Child Abuse and Neglect, was approved for publication.
The Board reviewed the Redistricting study DRAFT option for elementary school #41. The option will be presented to school communities as a discussion starting point on May 20th (hybrid at Oakdale MS) & May 28th (virtual).
Staff provided an update on DOJ Compensatory Services Parent Contact status and shared an overview of functional behavior assessments (FBA) and behavior intervention plans (BIP).
Staff presented an update regarding the FY2026 FCPS operating budget.

Name the Newest FCPS School: Elementary School #41
Frederick County Public Schools (FCPS) invites the public to participate in the second survey, by Friday, May 23, to name the new elementary school #41. In the first part of the process, FCPS surveyed the community for ideas for naming the school. New elementary school #41, is being designed for construction in the Greenview Planned Unit Development near the intersection of Md. 144 and Mussetter Road in the eastern portion of the county. The school is scheduled to open in August 2026.
The first survey closed April 25, and the School Name Recommendation Committee has reviewed historical documents, property information and community suggestions, narrowing the suggestions to eight possible names. According to Policy 201, the BOE may name schools based on historical events or geographical features (local or regional landmarks or locations) but not for people. FCPS has launched the second survey so the community can help narrow the eight options to three. The eight options are:

Diamondback Elementary
Hawksbill Elementary
Linganore Creek Elementary
Old National Elementary
Piedmont Elementary
Plankstone Elementary
Rolling Hills Elementary
The committee’s remaining charge is to present three recommendations, in priority order, to the Board of Education (BOE) in August. Brunswick Elementary Assistant Principal Laura Davidson and Lincoln Elementary Assistant Principal Mary Beth Smith co-chair the committee, which includes representatives from the local community, county government, PTA, student government, and staff members from New Market, Oakdale, and Spring Ridge elementary schools.

FCPS will then take all feedback into account as the committee selects three names to recommend to the Board of Education in August. The Board of Education will make the final decision in naming the new school.
End of School Year Update
Thursday, June 12, is the last day of school for students in the 2024-25 school year. Schools will close 2-hours early for students on Thursday, June 12.
The last day of school for teachers is Friday, June 13. 10-month staff with questions about their last day should contact their supervisors.
Johns Hopkins University Summer Engineering Programs
Johns Hopkins University Offering Summer Engineering Innovation Pre-College Programs
In summer 2025, Johns Hopkins University (JHU) is again offering the JHU Engineering Innovation Pre-College Programs to rising high school sophomores, juniors, and seniors. The college credit program options include Explore Engineering Innovation (3 credits), Biomedical Engineering Innovation (3 credits), Sustainability Energy Engineering (3 credits), and Intro to Python (1 credit). Math and science prerequisites vary by course, so check the website for more details. Students may participate as a commuter student at Hood College, online, or as a residential student at JHU or Hood College. More information about each program can be found here: https://ei.jhu.edu/
Students who participate are enrolled in a JHU course and earn college credits while also exploring cutting-edge educational and career pathways. Tuition costs and financial aid information can be found here: https://ei.jhu.edu/costs-and-financial-aid/. FCPS will cover the lunch fee for FCPS students who attend. Registration closes May 28, but early registration is recommended if applying for financial aid.

This award is designed to provide recognition by community members to employees for excellence in one of the 5 FCPS goals.
Community members are encouraged to nominate any worthy FCPS employee.
Nominations will be reviewed on the 15th and 30th of each month by staff in the Offices of the Chief of Staff, Human Resources, and Public Affairs.
