Martin Luther King Speech Contest Winners present speeches to school board
The Davis School District Board of Education was honored to have the winners of the Martin Luther King Speech Contest present their speeches at the board meeting.
Office of Equal Opportunity District Coordinator Chris Carpenter introduced the students to the board and had them step forward to present their speeches. The speech award winners received board recognition for their achievements.
The winners are as follows:
o Marlie Buys, 5th Grade, Odyssey Elementary
o Kenyon Bell, 9th Grade, Centennial Junior High School
o Blithe Bigelow, 11th Grade, Farmington High School
UHSAA & NFHS Soccer Coach of the Year
Syracuse High School Principal Jed Johansen introduced Taylor Allen, former Syracuse High School head soccer coach as the 2023 UHSAA & NFHS Soccer Coach of the Year. The board honored and recognized Allen for his accomplishment.
UMEA Utah Music Educator of the Year
Choir Director Nathan Egan from Syracuse High School was presented to the board by Principal Jed Johansen as the UMEA Utah Music Educator of the Year.
Egan also serves as the department chair for the performing arts department and works tirelessly for his students and the success of the choir program at the school.
Fairfield Junior shares traditional Learning First presentation for January board meeting
Each month the Davis School District Board of Education members have the opportunity to highlight a school during the Learning First presentation.
The presentation is an opportunity for the administration from each school to share what their current focus is and give an update on their school goals and plans.
Presenting information about Fairfield Junior High School to the board was Principal Adam Thompson and Assistant Principals Katie Frederiksen and Wilson McConkie,
Workshop Items
TSSP Framework for 2024-2025 school year and Community Council Update
Assistant Superintendent Dr. Logan Toone and Assessment Director Dr. Greg Wilkey shared information with the board about the framework requirements for the funding tied to the Teacher and Student Success Program (TSSP).
TSSP is state funding for each school that is used, at the discretion of the school administration, to support student growth and learning. The use of TSSP funds is outlined in Senate Bill 149 and requires the district to put together a framework for the use of the money.
Wilkey outlined the district plan for the framework that includes:
- Composite school plans that can be created in an app so school level administrators can submit their plan digitally and the app will create a school plan that follows a cohesive format across the district.
- Timeline for the planning stages and a timeline for school board review and approval of the plans.
Board receives details about Head Start and Early Head Start programs
Head Start Director Maryanne Henderson and Family and Community Partnership Manager Heather Linehan provided the board with a presentation about the Head Start and Early Head Start programs.
Henderson reviewed information about eligibility, parent and student resources and described the programs comprehensive approach. The intention of these programs is to help students in the Davis School District community to be prepared for kindergarten.
In their presentation to the board, Henderson and Linehan shared information about the following:
- Parents Policy Council
- Program Staffing - Family Service Workers
- Comprehensive Service Approach
- Eligibility Requirements
- Program Enrollment Data

Board receives initial details about unified student code of conduct
Assistant Superintendent John Zurbuchen reviewed initial information regarding the creation of a unified student code of conduct.
He shared names of those that are currently on the committee and explained the intention of having the code of conduct completed and approved by the end of the school year so administrators can do the work over the summer necessary to implement the new policy in the fall of 2024-25.
Zurbuchen identified that the current policy 5S-100 will not be rewritten but will be reorganized so it is more sequential to help create a more unified discipline plan across the district.

Capital Improvements
1. Central Davis Junior High Chiller Replacement - awarded the bid to Utah Engineering for $599,303.
2. Freeport Center Freezer Replacement Architect Selection - awarded the bid to NJRA Architects to design the Freeport Center freezer replacement project.
3. Clearfield High School Addition and Remodel Construction Manager / General Contractor Selection - awarded the contract to Hogan and Associates Construction.
4. Land Sale to Layton City - approved a 2-acre portion of larger parcel of land located at 2470 East Cherry Lane in Layton to be sold to Layton City for the appraisal price of $510,000.
5. Land Sale to West Point City - approved a .47-acre portion of a ten-acre parcel located tied to the new West Point Junior High School property to be sold to West Point City. The .47-acre parcel will be sold at $86,040.
