This month, we were honored to have students from Carl Sandburg Middle School’s Student Leadership Team lead us in the Pledge of Allegiance. These dedicated young leaders, guided by Principal Erika Johansen and Assistant Principal Miguel Hernandez, exemplify the values of leadership, initiative, and community engagement that define Sandburg’s spirit.
During a recent visit with Dr. Heinz these students engaged in thoughtful discussions, sharing their insights on important school topics and demonstrating their commitment to making Sandburg an even better place for their peers.

Student Recognition: Multilingual Students
This month, we are thrilled to honor an extraordinary group of multilingual students who have demonstrated outstanding leadership, perseverance, and academic excellence. These students recently participated in a special reading of Soy Suficiente at the Rompiendo Barreras event, where they showcased their linguistic talents and commitment to inclusivity.
Through their participation, these students embodied the values of cultural pride and dedication that we strive to instill in District 15. Their poise, confidence, and enthusiasm in promoting multilingualism have made them role models for their peers and ambassadors for our multilingual program.

Above and Beyond: Robbie Estanislao (Walter R. Sundling)
This month, we are honored to recognize Robbie Estanislao, Head Custodian at Walter R. Sundling Middle School, for his outstanding dedication and leadership. Robbie embodies the spirit of going Above and Beyond, consistently ensuring that Sundling is a clean, safe, and welcoming environment for students, staff, and the entire community.
Principal Dietz shared that whether he’s addressing day-to-day custodial tasks or stepping in wherever he’s needed, he does so with a positive attitude and remarkable attention to detail. His proactive approach and reliability have earned him the admiration and respect of everyone who works with him.
This summer, Robbie’s leadership was crucial during Sundling’s transition from junior high to middle school as part of the Moving 15 Forward initiative. He tirelessly led his custodial team through significant construction and changes, ensuring the school was ready to welcome students and staff. His willingness to put in long hours, often without being asked, speaks volumes about his character and dedication. Robbie’s contributions, while often behind the scenes, have positively impacted the culture and climate at Sundling. His pride in his work helps create a school environment where everyone feels valued and supported.
Robbie's impact was visible and evident at our Board meeting, with multiple members of the crowd holding cutouts of his face and signs proclaiming, “We Love Robbie!” This heartwarming display of support truly captured the profound difference he makes every day.

Truth in Taxation: Recap of LY2024 Tax Levy and Fund Balances

In accordance with the Illinois Truth in Taxation Act, District 15 held a public hearing to discuss the proposed 2024 tax levy, which exceeds 105% of the previous year’s extension. This hearing ensures transparency and provides the community with an opportunity to understand the levy process.
Mrs. Diana McCluskey, Chief School Business Official, and Mr. Anthony Fashoda, Director of Fiscal Services, provided an overview of the 2024 tax levy and current fund balances. The levy request for 2024 has an increase of 5.79% over the 2023 extension, driven by the need to account for unknown new property valuations, while the final 2024 extension is anticipated to increase approximately 3.88%, aligning with the 3.4% Consumer Price Index (CPI) from December 2023.
Mrs. McCluskey explained historical trends in the district's Equalized Assessed Valuation (EAV) and CPI over the last decade. Notably, the EAV’s triennial reassessment in 2025 will influence future levy calculations. She highlighted that underestimating the levy request risks leaving new property untaxed, which would negatively impact the district’s revenue base.
Mr. Fashoda spoke to the fund balance report, showcasing the district’s financial position as of June 30, 2024, and October 31, 2024. Balances reflect ongoing obligations, including bond repayments, operational expenses, and remaining construction commitments from the Moving 15 Forward initiative. The district’s commitment to maintaining a fund balance above the 25% threshold was underscored, with careful planning needed to balance future expenditures and revenues.
The Board acknowledged the complexity of managing the levy process and thanked Mrs. McCluskey and her team for their diligence and transparency.

Arlington Park Memorandum of Understanding (MOU)

At this month’s meeting, the Board heard a presentation by Mr. Ares Dalianis, Partner at Franczek P.C., regarding the Memorandum of Understanding (MOU) for the redevelopment of the former Arlington Park property. The MOU is a collaborative effort between Districts 15, 211, and 214, the Village of Arlington Heights, and the Chicago Bears Football Club to address potential impacts on local schools and secure protections for our district.
Mr. Dalianis highlighted key provisions of the agreement, including measures to ensure full per-pupil cost coverage for any new students generated by the development, as well as provisions for potential capital needs, such as classroom expansions or new school buildings. The MOU also outlines protections related to Tax Increment Financing (TIF) and the establishment of a Payment in Lieu of Taxes (PILOT) structure to stabilize funding for the districts.
Superintendent Dr. Heinz emphasized the importance of this agreement in protecting the investments made through the Moving 15 Forward initiative.
Later in the meeting, the Board went on to approve the MOU, marking a significant step in ensuring the district remains prepared for the opportunities and challenges this redevelopment may bring.

Review of Capital Financing Plan and Bond Issuance Timeline

Mrs. Diana McCluskey, Chief School Business Official, and Elizabeth Hennessy, Managing Director at Raymond James, presented an overview of the district's capital financing plan, the upcoming Debt Service Extension Base (DSEB) bond issuance, and the associated timeline.
Key points included a detailed breakdown of the district's outstanding debt and the proposed issuance of $20 million in working cash bonds in February 2025, with an additional $20 million issuance planned for February 2026. Both issuances are part of the M15F financing plan of $186M. These bonds will fund critical infrastructure projects outlined in the 5 Year Facility plan. The series 2025 bonds include a taxable refund to allow room for interest payments on the newly issued bonds.
Ms. Hennessy also noted the potential consideration of Life Safety Bonds, which are no longer subject to the DSEB limit, to address essential building improvements such as roofs and HVAC systems which are also included in the 5-Year Facility plan.
The presentation emphasized the importance of addressing the deficit to remain fiscally prudent and meet the state's 25% fund balance requirement. The Board will review and take action on the final parameters resolution for the bond issuance in January, with the bond sale anticipated in February and closing in March 2025.
The Board acknowledged the comprehensive plan and expressed support for the ongoing efforts to responsibly manage the district's financial health and infrastructure investments.

Review of FY2026 Budget Analysis and Updated Financial Projections

Chief School Business Official Diana McCluskey and Director of Fiscal Services Anthony Fashoda provided a detailed analysis of the 5-year financial forecast. The presentation highlighted the anticipated budget challenges due to various factors including the expiration of ESSER funds, a reduction in Corporate Personal Property Replacement Tax (CPPRT), and a declining CPI which affects property tax revenue growth.
To address these challenges, the District is identifying budget adjustments to create efficiencies and ensure that future expenditures align with revenues while maintaining essential support for students and staff.
Details will be presented at the January 15, 2025 board meeting. The goal remains to balance fiscal responsibility with the commitment to high-quality educational programming for all students.

Education Research Development (ED-RED) Committee
There were no updates for the ED-RED Committee this month, as Board Vice President Annerino was unable to attend the meeting. We look forward to providing updates at the next board meeting. For more information, visit ED-RED’s website.
one-five Foundation
While Board Member Taylor was unable to attend the meeting, Superintendent Dr. Heinz provided a brief update on the One-Five Foundation. The Foundation recently closed its mini-grant application process and have begun making final decisions on grant awards. Additionally, the annual “50/50” raffle is on the horizon, with ticket sales expected to begin at the end of February and a winner drawn in March.
Dr. Heinz also highlighted that the Foundation is always looking for new trustees. For those interested in supporting our schools and getting involved, joining the One-Five Foundation is a wonderful opportunity to make a difference in our district.

Finance Committee
Board Member Hunt provided a brief update on the Finance Committee meeting held on December 5th. The committee reviewed updated financial projections, potential budget reductions for 2026, and the capital financing plan, including discussions on upcoming bond strategies.
Equity Committee
Board Member Ader shared that while the Equity Committee did not meet this month, it is discussing possible policy changes and considering how they may impact our students and families.
