October is National Principal's Month. We are so glad to have a principal whose compassion and dedication shine through each and every day! Mrs. Anoff is fully committed to the well-being and academic growth of all students at Lisbon Elementary. From greeting students each morning with a warm smile to supporting teachers with providing students quality instruction, Mrs. Anoff's genuine care fosters an environment of enthusiasm for learning. Mrs. Anoff’s tireless efforts not only inspire students to reach their full potential but also remind us all of the profound impact one caring leader can have on countless lives.

Student Technology Reminder - Personal Devices
HCPSS Policy 8080 Links to an external site. - Responsible Use of Technology, Digital Tools, and Social Media states that elementary school students “will keep personal technology devices in backpacks during the school day, unless otherwise authorized by school administrators or instructional staff.”
If your child has a personal device, please review this policy with them. As stated in Policy 8080, students who bring these devices to school will be instructed to place them in their backpacks for the duration of the school day. Thank you for your partnership.

New Information
HCPSS Policy 9460 – Bullying, Cyberbullying, Harassment, and Intimidation Involving Students
Parents, Guardians, and Families,
The Howard County Public School System (HCPSS) is committed to providing a safe and nurturing environment for all students. Preventing bullying is an important part of this goal. HCPSS Policy 9460 states that bullying, cyberbullying, harassment, and intimidation are prohibited in HCPSS. Our administration and staff have been trained and made aware of this policy as well as preventative and responsive measures.
We know how important your role is in not only supporting your children, but also reporting possible incidents as you become aware of them. The Bullying, Cyberbullying, Harassment and Intimication (BCHI) Reporting Form should be used to report all alleged incidents of bullying, cyberbullying, harassment, and intimidation that occur at school or have a connection back to the school setting that create a risk of harm to other students while they are at school, or interfere with the educational environment. An online version is available and can easily and confidentially be used by students, staff, and family members. Hard copies of this form are available in the main office, staff workroom, school counseling office, media center, and health services office. If you believe your child has been bullied, please complete and submit this form as soon as possible and/or assist your child in doing so.
Once the form is submitted, school administrators will ensure the parent/guardian of both the alleged target and alleged offender are aware of the report and will begin an investigation within two school days of receiving the report. Parents/guardians can expect a school administrator to reach out to them during the investigation. Once the investigation is completed, parents/guardians will be provided written notice of the outcome of the investigation within fifteen days of receiving the compaint, excluding extenuating circumstances.
There are times when incidents of peer conflict or code of conduct offenses may occur that may not be bullying, but may need follow up action. If you become aware of something that falls under conflict and/or a code of conduct offense, please notify a school administrator via email or phone call so that they can become aware and follow up as needed.
Lastly, I want to take a moment to specifically lift up cyberbullying. Cyberbullying is bullying using electronic media like computers, cell phones, and game systems. Our digital interconnectedness makes bullying different and more damaging than it’s ever been before. It allows hatred and publicly humiliating gossip or photos to be instantly far-reaching and inescapable as electronic media is everywhere. It can NOT simply be ignored. In October 2013, the State of Maryland enacted Grace’s Law, making misuse of interactive computer services a criminal offense. Its purpose is to prohibit anyone from using electronic media (computers, tablets, phones, etc.) to maliciously engage in conduct that inflicts serious emotional distress on a minor and/or places that minor in reasonable fear of death or serious bodily injury. A person who is found guilty of violating this law is subject to imprisonment and/or fines.
While all of this information will be reviewed with students at school, we are asking you to do the same at home. A Message From Our School Attendance Team
Research is clear that showing up for school has a huge impact on a student’s academic and social success, starting from kindergarten and continuing through high school. Absences can be a sign that a student is losing interest in school, struggling with school, or even facing social challenges.
- Missing 10% (or about 18 days of a school year) can drastically affect a student’s academic success.
- By the sixth grade, absenteeism is one of three signs that can indicate if a student is at risk for dropping out of high school.
- In the ninth grade, regular and high attendance predicts graduation rates better than eighth grade test scores.
Student attendance is a major point of focus for the Maryland State Department of Education (MSDE). Starting in the 2023-2024 school year, MSDE lowered the chronic absenteeism rate from 20% to 10%, meaning that at 10%, a student should receive support and interventions to improve their absenteeism.
Howard County Public School System (HCPSS) believes that attendance is key to student success. Maryland's attendance rate represents the average daily attendance rate of students in grades 1-12, including special education students. The state's proficient standard for attendance rate is 94%, and the advanced standard is 96%."
In support of achieving Exemplary Attendance for all students, we are sharing with you a comprehensive approach to attendance supports and interventions.
- If a student has missed 5% of their monthly attendance days (as few as 1-2 days a month), parents/guardians will receive a Care and Concern Phone Call and letter from their school. This step will allow staff members to coordinate with families to determine how the student can be supported for better attendance.
- If a student has missed 10% of their monthly attendance days (this is defined as chronic absenteeism by MSDE), parents/guardians will receive a 10% Chronic Absenteeism Attendance Letter. Parents/guardians and students may be scheduled for an attendance conference. Other interventions and supports may also be used in an effort to assist the student.
- If a student has missed 15% of their monthly attendance days, in addition to the interventions and supports at 5% and 10%, these students may require an attendance support plan. Students may also be referred to the Central Attendance Team.
- If a student has missed 20% of their monthly attendance days, parents/guardians will receive a 20% Emergency Chronic Absenteeism Letter or Habitual Truancy Letter. Students may be referred to Project Attend and/or the State’s Attorney’s Office for habitual truancy.
With the collaborative effort of HCPSS parents/guardians, staff, and students, we are confident that all students can have successful attendance. This will improve student success in school and future life.

FLU and COVID VACCINE CLINIC - 10/21/24
Dear Lisbon Community:
Each year, the Howard County Public School System partners with the Maryland Partnership for Prevention to bring flu immunizations into our schools for students. This year, they will also be offering the latest Covid vaccine if it is available at the time of the clinics. The clinic at Lisbon Elementary School will be held on Monday, October 21st during school hours. If you would like your child to be vaccinated against the flu and/or Covid at this clinic, please register at this link: https://www.marylandvax.org/appointment/en/reg/9012252769
You are not required to provide your child’s insurance information. If you have any concerns about the new Covid vaccine, you are advised to speak with your child’s pediatrician. All in-school clinics will be closed to registration by end of business day on October 8th to allow our health room staff time to review and prepare the consents and make sure enough vaccine is ordered. If you wish to cancel your child’s appointment after October 8th, please call Joanne O'Keefe, RN in the Health room. If you have any questions, please call your school’s health room at 410-313-5555.
Measures of Academic Progress (MAP)
Starting next week, students in grades 1-5 will take the Measures of Academic Progress (MAP) assessment. The MAP window runs through October. The data from the MAP assessment will help schools and teachers measure your student’s academic progress. The MAP test does not affect grades and the difficulty adjusts depending on how your child responds. It is normal for students to only answer about half the questions correctly. Reverse Engineering Instructional Seminar
Dear Families,
More than half of the 4th grade students have signed up to participate in the Reverse Engineering Instructional Seminar. Wow! Students will take apart objects to see how they work and discover the technology used inside.
If you have any items that you wouldn’t mind donating for our reverse engineering students, please send them in with your child.They can either bring them to my room or add them to the collection box in the front lobby area. Groups begin as early as next week and the collection will continue through the end of October.
Items do not need to be in working order, but they should be safe to disassemble, have a way to be taken apart (flat-head or Phillips-head screws - not star tip), and no larger than approximately a shoe box. Some suggested items are below:

Attendance/Reporting Absences
Parents can email LESabsence@hcpss.org to report a student’s absence. Please include your child(ren)’s full name, parent’s/guardian’s full name and phone number, the date your child(ren) was absent and the reason. Parents may instead choose to send in a paper excuse note to their child’s teacher with the same information when the student returns to school.
For families requesting local discretionary absences, please complete a Local Discretionary Absence Request Form and submit it to the front office at least one week in advance.
Information and Application for Free and Reduced Meals (FARMs)
Reminder to Complete or Renew Your FARMs Application by Oct. 31
HCPSS participates in the Free and Reduced-price Meals (FARMs) program. QualificationLinks to an external site. is based on family size and income, and enrollment is confidential.
Participation in FARMs qualifies students for a wide range of opportunities and resources beyond breakfast and lunch, including free college applications, free or reduced JumpStart tuition, discounted internet through the Comcast Internet Essentials program, and more.
Families must submit a new application every school year by Oct. 31. During the first 30 school days, students with FARMs eligibility from the prior school year will continue to receive benefits. Any student whose family has not filled out an application by the 30th school day will have their status changed to full pay until a new application is received.
Parents/guardians are highly encouraged to fill out the applications as soon as possible. It is very important that applications are filled out accurately and completely. Families can:

Happy October from the PTA!
We are very excited about our annual upcoming FALL FESTIVAL!! We are busy planning and coordinating lots of fun things for the day!
Fall Festival will be Saturday, October 26th. It will start with our first annual Trunk or Treat from 11:00 a.m.-12:00 p.m. Then the festival will open at 12:00 p.m. and run until 4:00 p.m. We will have games, inflatables, food and more! We hope to see you there!
We will need lots of hands to help make Fall Festival a success! Be on the lookout for our volunteer signup coming soon!
