This universal referral process ensures a structured and systematic approach to providing Tier 2 and Tier 3 emotional supports, ultimately helping students receive the assistance they need to thrive academically and emotionally.

DISTRICT OF COLUMBIA SOCIAL AND EMOTIONAL LEARNING (SEL)
Social and Emotional Learning (SEL) is the process through which children and adults acquire and apply the knowledge, skills and attitudes to develop healthy identities, manage emotions, achieve personal and collective goals, feel and show empathy for others, establish and maintain supportive relationships and make responsible and caring decisions.

💬 Referral Process <Explained> 💬
Identification and Initial Observation
1. Signs of Need: Teachers, Staff, and Caregivers observe students who show signs of needing additional emotional support, such as persistent behavioral issues, emotional distress, or difficulty functioning in the classroom.
2. Pre-Referral Strategies
- Classroom Interventions: Implement Tier 1 strategies, such as classroom management techniques, differentiated instruction, or emotional regulation tools, to address the student’s needs.
-Home Interventions: Talk to your child about their mood, behavior, and observe their patterns.
3. Referral Submission
- Form Completion: Complete a referral form to initiate the process for additional support. This form usually includes details about the student’s behavior, academic performance, and previous interventions.
- Submission Submit the completed referral form and the designated Wellness team will be responsible for reviewing and processing referrals.
4. Referral Review
- Initial Review: The designated team reviews the referral to assess the student’s needs and determine the appropriate level of support (case management, mentorship, clubs, therapy, or IEP determination)
- Gathering Additional Information: Collect additional information if needed, such as input from parents, observations from other staff members, or academic records.
5. Determination of Support Level
- **Tier 2 Supports**: If the student’s needs are consistent with Tier 2, the team may develop targeted interventions such as small group counseling, social skills training, or behavioral interventions.
- **Tier 3 Supports**: For more intensive needs (Tier 3), a comprehensive evaluation might be conducted to design individualized support plans, including one-on-one counseling, specialized behavioral plans, or external referrals to mental health professionals.
6. Development of Support Plan
- Collaboration: Collaborate with the student, family, and relevant staff to ensure the support plan is comprehensive and aligned with the student’s needs.
7. Monitoring and Evaluation
- Regular Check-Ins: Monitor the student’s progress regularly and evaluate the effectiveness of the support plan. This includes assessing academic performance, behavior, and emotional well-being.
- **Adjustments**: Make necessary adjustments to the support plan based on ongoing observations and feedback to better meet the student’s needs.
8. Follow-Ups
- Follow-Ups: Schedule follow-up meetings to review the student’s progress and determine if further adjustments or additional supports are needed.
9. Review
- Team Review: Periodically review the referral process and support strategies to ensure they are effective and make improvements as needed.
10. Reflection
- Reflective Practices: Reflect on the outcomes and gather feedback from staff and families to refine the process.
