Iowa-Grant School District - The Heart of the Community
Vote your heart on November 5, 2024.
The Iowa-Grant School District Board of Education voted unanimously at its regular meeting on June 12, 2024, to place a question on the ballot for the general election on November 5, 2024.
REFERENDUM
QUESTION NUMBER:
Shall the Iowa-Grant School District, Grant and Iowa Counties, Wisconsin, be authorized to exceed the revenue limit specified in Section 121.91, Wisconsin Statutes, regularly by $1,200,000 beginning in the 2024-2025 school year to sustain educational programming, operations, and facility maintenance?

From my vantage point, the stakes could not be higher. In these tough economic times and during this contentious political environment, I believe there is consensus around the sentiment that the Iowa-Grant School District is the heart of the community. I encourage all members of the electorate to vote on this important question, the outcome of which will determine whether or not we can keep offering the Panther Pride quality education we are today. We enjoy many successes from our Five-Star IGEMS to state success in forensics and FFA, to students receiving college credit for after taking AP courses in Calculus, Biology, History and English and Early College Credit/Start College Now, to full participation in our co-curricular programs.
In anticipation of questions and in an effort to offer factual information we are creating an informational page on the district website and launching a “Be informed” campaign on social media.
As we get started, I would like to begin with the development of Frequently Asked Questions. (FAQ) page. Below are questions I imagine constituents might have, and we look forward to listing more information as we receive more questions from you. Our goal is to ensure that everyone who votes has accurate, objective information. In addition to our website and printed information, I anticipate the board will be scheduling informational forums to this end.
How did we get to this point?
Costs of operations exceed what the state allows: As I have quoted Billy Joel before, “We didn’t start the fire…” Beginning in 1994, the State of Wisconsin has imposed revenue limits, which are in effect, spending limits on public schools. These limits had been indexed to inflation until 2009. Since then, while school costs continued to rise, the revenue limits have not increased accordingly. In fact, for six of the past ten years (2015-16 to 2024-25), school districts received no allowable increase, even as wages, utilities, and other operational costs went up. To make ends meet, school districts have had to cut expenditures, spend down reserves, and or ask voters for more revenue authority through referendums. Iowa-Grant has done all of these things (see below).
You can’t eat your seed corn: Spending down reserves is unsustainable. Eventually, there is no more money in the bank. A district needs to have reserves because revenues come into the district periodically throughout the year and not every month the way expenditures do. When districts have an inadequate fund balance, they must borrow money to manage cash flow. The cost of borrowing money just adds to the deficit for the following year.
What will the money be used for? First, while the board is looking long-term at improving facilities, the money will not be used for new facilities. Instead, the increase in revenue authority is needed to meet basic needs and to maintain existing programs. The kinds of expenditures we need to cover include wages, utilities, transportation, insurance, our food service program, special education costs, and the co-curricular programs we offer. We have deferred maintenance and mechanical systems that are beyond their lifecycle. By deferring maintenance, one can end up paying more than you would have had you addressed the issues in the first place. We have more than fifteen air conditioning units at IGEMS, that are well beyond their life cycle with an estimated cost of $15,000 per unit. We must build some capacity in our budget to handle these expenditures.
How was the amount determined? In addition to our internal analysis, we’ve consulted with Baird Financials and used their proprietary software in forecasting our expenditures and revenues for the next five years. The Baird model predicts compounding deficits based upon declining enrollment projections and even in consideration of further staff reductions.
How much will my taxes go up? Current estimates suggest that the tax impact would be $316 for every $100,000 of property. The school funding formula is complex with dynamic variables. The board is committed to using only the amount of revenue authority necessary to maintain current programs and does not intend to levy the full amount in the first year. Therefore, although the ballot question specifies the amount at 1.2 million dollars, the tax impact noted above would be the maximum estimated. Instead, the board intends to start with a lower levy and take advantage of the state aid formula to even out the tax impact over time. This is the same strategy the board used in 2016.
What have we already done to manage expenditures? We've worked hard to live within our means. Employee benefits and wages have been less than the inflationary index. Continuing to do this will make it more difficult to attract qualified staff during a time of statewide teacher shortages. We have been reducing staff through attrition whenever possible. So far this has meant reducing a math position at the high school, four classroom teachers at the elementary middle school, and one teacher’s aide position in the pre-kindergarten. Some of these reductions have been manageable because of declining enrollment, but now we are at a point where further reductions will cut into program quality, for example, larger class sizes and fewer offerings at the high school. Finally, we have deferred maintenance. This is not a savings for the district because eventually the maintenance must be done. We have used about half of the capital projects rainy-day fund to upgrade the electrical system at the high school, the well house which serves both buildings, and some exterior repairs at both buildings. Our buildings are more than sixty years old (high school) and thirty years old (IGEMS) so deferring maintenance catches up with you.
What will happen if the referendum does not pass? If the referendum were to fail, I will be recommending the board of education immediately schedule another ballot question as soon as legally possible, with an intensified informational campaign so that the residents might have one last opportunity to save the school district. The district urgently needs the increased revenue to stay viable as a school district.
Our forecast models predict that the fund balance will be depleted completely within two years. In the interim, program reductions could include everything from co-curricular activities to further staff reductions and lay-offs, eliminating the school lunch community eligibility option, and ultimately considering the option of dissolving the school district.

What does this mean for you and your children attending the school(s) identified below?
Great news! All enrolled students of The Iowa-Grant Elementary/Middle School and of the Iowa-Grant High School are eligible to receive a healthy breakfast and lunch at school at no charge to your household each day of the school year. Your child (ren) will be able to participate in these meal programs without having to pay a fee or submit a meal application.
*The district will still be requesting applications from households with a student participating in the CEP; however, receipt of free breakfast and lunch meals does not depend on returning it. Completing the application is still necessary for other program(s) like Title 1, Wisconsin School Milk Day, Extra Activities Fee Waivers and may be used to determine if your household is eligible for these additional benefits.

Important Information For The Class Of 2025
IGHS Band Members are Getting New Uniforms
The band is getting new uniforms! The remaining amount will be covered by the school uniform budget and Music Parents in the coming weeks. What some thought would be a multi-year fundraiser wound up taking less than 6 months! Please thank the generous donors that have made our crazy idea a reality! As of now, uniforms are scheduled to arrive in late September (🤞for a Homecoming debut).
Summer Band Lessons, Band Practices, and Final Marching Band Performance for the Summer
Summer lessons are underway! Individual HS lessons will continue on Tuesdays through 8/13. MS and HS group lessons will continue on Thursdays through 8/15.
The HS will have full band practices on 8/20 and 8/22 from 10:00 AM -1:00 PM.
You can catch one final performance from the marching band on August 11th in Cobb! The band will meet in the United Methodist church parking lot at 1:30.

Meet Mr. Amenda
Hello Everyone,
With summer flying by I wanted to send out an introduction as I will be the new high school counselor at Iowa-Grant starting this fall. My name is Jacob Amenda and I am originally from Oconomowoc, but moved to Belmont when I was in elementary school. I graduated from Belmont High School in 2018 and then attended Clarke University where I majored in psychology and played football. After graduating from Clarke in 2022 I attended Loras College for 2 years where I obtained my master’s degree in school counseling. Some hobbies I enjoy are hunting, fishing, golfing, and spending time with family and friends. Another hobby I have a passion for is sports and I will be an assistant football coach for the Panthers this fall. I am excited to get started into the profession of school counseling and I think that Iowa-Grant is a great school district to do so. Happy August! School supplies are out, and it is exciting with school right around the corner. Contact the Iowa-Grant Elementary Middle School Office if you have questions about purchasing school supplies. We will see what we can do to help!
I have had the opportunity to see some students through summer school. Thank you to the teachers and volunteers who have helped make our summer school possible. The Missoula Children’s Theater will be putting together a performance of Sleeping Beauty. Performances will be at 6:00 p.m. Friday, August 9, and Saturday, August 10th and IGEMS. Thank you to the Monfort Pool and Southwest Bus for offering swimming opportunities this summer. I appreciate the assistance with our T-ball and Coach pitch programs by volunteer coaches and the additional donations for our concession stand as we wrap up this week. The generosity of people in this district is an asset to our school district community.
We have one more week of summer school before the staff is fully back to get ready for the school year. Many of our teachers have participated in curriculum work this summer that we are excited to share. Another asset to our wonderful school community is our staff and the work the staff does to reflect and grow for our students.

This free service provides you with weekly text messages which include simple ideas and activities you can do to help your child learn and grow. The messages provide tips to help you build on daily routines, such as activities to use when getting dressed or preparing a meal. No internet, extra time, or special materials are required. There’s absolutely no cost, and you can opt out at any time by texting STOP.

Washington D.C. Trip
29 students and 11 adults just returned from a trip to Washington DC. While there we saw many monuments, and memorials, had a tour of the capital, saw the White House, and more. We also took a tour of George Washington’s home in Mount Vernon and took a guided tour of the battlefield in Gettysburg, PA. We had a flight cancellation coming home but made the best of it. We are now home with lifelong memories!
6th and 7th graders watch this fall for details about our next trip to our nation’s capital!
Summer School Fun
Students in grades 3rd through 7th had fun exploring different countries during the All Around the World summer school class. They made Sol de Mayo suns and empanadas for Argentina, dragons and banana sushi for Japan, drums and giraffes for Tanzania, and highland cows and bagpipes for Scotland along with other projects.
Christmas in July is wrapping up this week. The students enjoyed crafts, games, singing, and creating cards for area residents. Enjoy the rest of the summer and remember to spread Christmas joy all year long!
These students spent the week practicing the reading and math skills they will need to be ready for second grade. We played games and completed activities to practice addition, subtraction, place value, spelling and much more!

Registration for the Fall Panther Dancer Camp, hosted by the IGHS Cheer Team is open and the Deadline is August 11th.
Parent Teacher Club
Parent Teacher Club would like to thank all of the volunteers who helped make the concession stand a huge success during T-Ball and Coach Pitch in July. As well as a big thank you to all of the youth parents and families who supported the PTC stand this year.
