Community Budget Listening Sessions
FCPS Invites the Community to Provide Feedback at Listening Sessions
The public is invited to several community budget listening sessions as FCPS Superintendent Dr. Cheryl L. Dyson gathers feedback prior to releasing her Recommended Fiscal Year 2026 operating budget in January.
Feedback from all stakeholders is welcome. In September and October, Dr. Dyson offered staff engagement opportunities.
“Listening to the community is an important step in our budgetary process,” Dr. Dyson said. “We wanted to provide multiple opportunities to ensure as many voices could be heard as possible. I look forward to hearing about the community’s priorities.”
Four feedback sessions are scheduled:

Dr. Dyson is scheduled to share her Recommended Fiscal Year 2026 Operating Budget on Monday, January 6, with a budget discussion scheduled during the Wednesday, January 8, Board of Education of Frederick County meeting.

Personal Mobile Device (PMDs) Expectations for FCPS Students
We are happy to share that FCPS has seen a noticeable reduction in unauthorized personal mobile device use this year at all levels. We began the year with new expectations for the use of PMDs and provided the first term for students, staff and families to become acclimated. Beginning this term (Term 2), we will follow the progressive discipline process detailed in the Student Code of Conduct for students who violate the PMD expectations.
What is considered a personal mobile device (PMD)?
Any technology not provided by FCPS and brought to school by a student that includes: cell phones, headphones, smartwatches, speakers, cameras, and/or eReaders or the like. However, since FCPS provides students with laptops for instructional use, non-FCPS issued laptops are not permitted. Exceptions will be made under special circumstances, including, but not limited to documented accommodations.
Why are the expectations being updated?
Some studies have indicated cell phones and other electronic devices can be detrimental to the intellectual, social, and emotional development of children. It is also recognized that we live in a world where personal mobile devices are tools used in the world of work. The intent of the updates is to be evidence-informed in our approach to cell phone use in our educational environment.
What if I need to communicate with my child during the school day?
In case of emergency, please contact the main office of your child’s school. Staff members will be able to put you in touch with your child.
What are the consequences of violating these expectations?
FCPS used the first term of the 2024-25 school year to acquaint students, staff, and families with the new expectations. School administrators reviewed these updated expectations with students during the first few weeks of school.
At this time, in term 2, consequences for PMD violations will be in accordance with the FCPS Student Code of Conduct. The consequences may include the confiscation of a PMD by school administrators including the requirement for a parent or guardian to retrieve the device. This process is not new. Multiple infractions may lead to more progressive consequences as detailed in the FCPS Student Code of Conduct. FCPS is not responsible for any damaged, lost, or stolen PMDs.
2024-25 Family Systemic Survey
FCPS wants to hear from you! Families are invited to participate in the 2024-25 FCPS Family Survey. Our goal is to continue to build on our strengths and work to make upgrades based on your feedback as a partner in your child's education. Your participation is completely voluntary. Your responses will remain confidential and anonymous and will be summarized with other responses.
If you have more than one child enrolled in FCPS, please complete one survey per child.
The survey will close on November 19 at 11:59 p.m.
FCPS Invites Community Members to Sign Up for SchoolMessenger

Frederick County Public Schools uses SchoolMessenger for email, text messages and automated phone calls. Community members can sign up to receive SchoolMessenger updates. This step-by-step guide will show you how to quickly sign up to get messages!

Anyone interested in receiving FCPS and/or school updates. This can include family members not already signed up for messages and community members.
Who Does Not Need to Sign Up
All FCPS employees automatically receive messages to their work email address and contact information they have entered in via PeopleSoft. All FCPS family members who are listed as a primary contact in our Student Information System do not need to sign up.

Hillcrest Staff Honored for Saving Baby
Earlier this year, on an early dismissal day, Hillcrest Elementary staff discovered a parent whose infant had a blocked airway. Thanks to Hillcrest staff's quick action including administering life-saving CPR, calling 911, and traveling with the father to the hospital to provide pivital translation services, the baby was saved.
The Hillcrest heroes were recognized at the November 6 Board of Education of Frederick County meeting – thank you, Katie Erickson, Lyanita Layer, and Monica Martinez for their commitment to our school communities and families.
Veterans Day Celebration

Veteran in Education Service Award Recipient
Frederick County Public Schools is pleased to share that Brian Stocks, Instructional Assistant at Middletown High School, has been chosen as the recipient of the 2024 Veterans in Education Service Award.
In its eighth year, the award was created to honor an FCPS employee who has served our nation in the armed forces and provided exemplary service to FCPS and the community. Woodsboro Bank sponsors the annual Veteran in Education Award.
A committee of FCPS staff, community members and veterans reviewed this year’s eight nominations and chose the recipient.

Congratulations to the Brunswick High Boys Cross Country team, who not only finished fifth in the State, but led the way in Class 1A and claimed the Sportsmanship award.

Congratulations to the Linganore High Cheerleading team who through their hard work and dedication just won the 3A State Championship title.
New STEM Center at Carroll Manor Elementary
FCPS Has Ribbon Cutting for New STEM Center at Carroll Manor Elementary
FCPS is proud to announce the launch of the new Cal Ripken Sr. Foundation STEM Center at Carroll Manor Elementary with the collaboration of Rowan Digital Infrastructure.
The new center will feature STEM equipment at student workstations, providing students with opportunities to explore activities that encourage creativity, teamwork, and practical problem-solving.
November is National Native American Heritage Month
The Library of Congress, National Archives and Records Administration, National Endowment for the Humanities, National Gallery of Art, National Park Service, Smithsonian Institution and United States Holocaust Memorial Museum join in paying tribute to the rich ancestry and traditions of Native Americans.

Cashless Admission Expanded to Girls and Boys Basketball Games
This past fall season, FCPS transitioned to cashless admission for all varsity football games. Tickets for these games were purchased through GoFan.
For the upcoming 2024-2025 winter season, FCPS is expanding cashless admission to include all girls and boys JV and varsity basketball games. For added convenience, GoFan credit card readers will be available at the ticket table for those who do not pre-purchase their online tickets.
GoFan is the same online ticket company the Maryland Public Secondary Schools Athletic Association (MPSSAA) uses for postseason play and all of their cashless state semifinal and state championship contests. Additionally, Anne Arundel, Baltimore County, Calvert, Carroll, Charles, Harford, Howard, St. Mary’s, and Wicomico counties are currently 100 percent cashless for all of their sports.
Purchasing tickets via GoFan is recommended for all other FCPS Winter Sports held in gymnasiums, pools and indoor track and field venues.
FCPS staff considered the numerous benefits of moving to cashless ticketing including avoiding bottlenecks and long lines, the ease of accounting, school staff being able to better prepare for athletics events due to seeing live updates of tickets sales, reducing safety concerns associated with large sums of cash being collected at the gate, fraud prevention, contactless payment and entry, and providing our spectators with a better overall experience.
The cost to attend most athletic events is $6 for adults and $2 for high school or younger students. Children ages 7 and under, FCPS employees, FCPS retirees, and all guests ages 60 or older are admitted free of charge. There is a $1 transaction fee charged by GoFan so attendees will be paying $7 and $3 when purchasing electronic tickets.
Schools will continue to offer discounted winter seasonal pass options that may be purchased through the school's athletic department.

Nominations Open for Support Employee of the Year
Has an FCPS support employee gone beyond the call of duty? Have you observed a support staff member excelling in their day-to-day activities? Have they done something particularly noteworthy? There are so many reasons to nominate someone for the FCPS Support Employee of the Year Award! The Support Employee of the Year Award categories have been updated to make them more balanced. The new categories are listed on the Support Employee of the Year Award page found at the link below, as well as in the nomination packet. Complete eligibility, nomination criteria, process and selection guidelines are located online at www.fcps.org/awards.

School Bus Driver Shortage
Like many school districts across the country, FCPS is facing a shortage of bus drivers. This shortage means that about 20 or more bus routes are being covered by a small number of substitute drivers, Transportation office staff, or other drivers who are filling in. While we have managed to cover these routes, it has affected pickup and drop-off times for students.
Using substitutes and office staff can cause delays, in addition to usual factors like traffic. To keep you informed about any delays, our Transportation department updates a bus status board, which you can find at this LINK and on the “Transportation” page of our website, www.fcps.org. This board shows the most current information on bus times. If a bus route is canceled due to staff shortages, we will send notifications, and you can also check the status board for updates.
