TRS and your September Paycheck
Teacher Retirement System (TRS) – Employee Contribution Increase
Texas State Legislature passed SB 1458 in May of 2013, which overhauled the Texas Retirement System (TRS) in an effort to maintain the actuarial soundness of the pension fund while also providing a cost of living increase for current retirees. In addition to other changes, the bill made changes to the employee TRS contribution rate, the amount that comes out of your paycheck. The employee contribution increases to TRS are being phased-in over a period of four years. This is the final phase in year.
September Paycheck
Beginning with your September paycheck, you will see an increase in your TRS contribution from 7.2% to 7.7% due to SB 1458.

AESOP-Entering Absences in the System
Comal ISD went live with AESOP on July 1, 2016. Please see below for additional information, login details, and information about training videos.
Please Note: Welcome emails from AESOP that included employee user ID and password, along with login instructions were sent to all teachers and professional staff. If you did not receive this communication, please email human.resources@comalisd.org.
To be Completed by Teachers and Professional Staff
- Watch the video sent in the email you received to familiarize yourself with AESOP.
- Login to AESOP and change your password (your welcome email will contain your unique login credentials).
- Review your personal information (account/personal information) and make updates to your phone number and email address as needed. (Please note: your login ID will be the phone number currently in iTCCS)
- If your phone number and address is not correct in AESOP, please be sure to update it through Employee Access in ITCCS. This can be done by going to:https://itccs.esc13.net:3074/wempacc?distid=046902 and changing the information in the self-service / demographic maintenance section.
- Set-up your personal preferred substitute list (account/preferred substitutes) – this is optional.
- Your campus administrative users (principal, senior associate, etc.) have been working in the system and will be able to enter in absences, if necessary.

The AESOP system works very similarly to SubFinder behind the scenes. The system provides a web-based site that will be more user-friendly for campus users, staff, and our substitutes. If you have any difficulties or have any questions regarding AESOP, please contact human.resources@comalisd.org.
COMAL EDUCATION FOUNDATION
Enrich. Expand. Excel.
The Comal Education Foundation exists to Enrich learning and Expand educational opportunities so all Comal Independent School District students can Excel. The Foundation goes beyond the normal operating budget to enhance learning opportunities for all students in Comal ISD. The funds distributed into the school district are used to promote student achievement, motivate students to learn, and provide the platform for all students to reach their maximum potential.
The CEF is governed by a volunteer Board of Directors. As a 501 (c)(3) non-profit, tax-exempt corporation, the Foundation works to increase private support for the educational initiatives of Comal ISD.
Founded in 2001, our Foundation has awarded more than $740,000 to Comal ISD in the form of teacher excellence grants, district-wide initiatives and other programming.
CEF programs include:
- Grants to school campuses and teachers for classroom programming;
- District-wide grants to support and expand the school district's goals and curriculum;
- Awards to Teaches of the Year;
- Management of specific endowments for scholarships and grants;
- Recognition of the top graduating seniors and their most influential teachers from the district’s high schools.
All of these activities are made possible through generous donations from corporate partners, parents, CISD employees, private grants and community organizations.

SICK LEAVE BANK
Open Enrollment for the Comal ISD Sick Leave Bank begins on October 1, 2016 and runs through October 31, 2016. If you are interested in becoming a member, please complete the Sick Leave Bank membership application form on the Comal ISD website under Human Resources/Benefits. All employees are encouraged to read the Sick Leave Bank Policy before enrolling. The Membership Application Form must be returned to Glenna Miranda, Employee Benefits Coordinator, no later thanMonday, October 31, 2016.
Please note the following items before completing the application for membership:
- If you are currently a member of the sick leave bank, it is NOT necessary to complete another membership application.
- To be eligible for membership, an employee MUST BE employed with the District at least one year BY October 31, 2016.
- Must contribute two days of earned local sick leave to the sick leave bank. (State personal leave may not be contributed).
- Employee must have five full days of EARNED state personal and/or local sick leave remaining in his or her account after contributing the two days of local sick leave required for membership.
- A member of the sick leave bank must have a catastrophic mental or physical illness or injury to withdraw leave from the bank. The illness/injury must be of a serious nature and not a passing disorder or temporary ailment. It must be chronic or debilitating. Examples of illnesses include, but are not limited to: cancer, heart disease, or stroke. For the purpose of withdrawals from the sick leave bank, normal pregnancies and routine surgeries with no serious complications are not considered catastrophic. Determination of catastrophic is based upon the physician’s statement and not based on the financial impact that the loss of days may have on the member.
- An employee requesting to withdraw days from the bank may have his or her sick/personal leave usage audited.
- Leave withdrawn from the bank may only be used for the employee’s personal illness or injury.
- A member of the sick leave bank may withdraw a maximum of 30 days of leave per school year (September 1st through August 31st). The lifetime withdrawal limit is 120 days.
- The allocation of the approved sick leave days will be given to the employee when they return back from leave.

Customer Service Corner
10 Ways to Improve Customer Servicee
1) Use A Proper Greeting.
This is the moment when first impressions begin. “Good morning,” “Hello,” and “Hi” are all good choices. Avoid greetings like: “Howdy Doody,” “Hey there,” or referring to your customers as “Babe,” “Honey,” “Dear,” or “Sweetie Pie.”
2) Be Conversational but Not Overly Chummy.
It’s great to chat with customers and ask them “How are you?” However, you shouldn’t treat customers too casually—like old friends who just walked into your living room. They might find it disrespectful. Avoid phrases like: “What’s up?” “How goes it?” and “What’s happening?”
3) Don’t Use Slang and Acronyms.
You’re not texting. You’re having a professional conversation. When you use slang or acronyms, your customers might not understand what you’re saying. Customers may also feel your approach is a little too laid back or indifferent. Avoid phrases like: “You guys,” “Dude,” “No worries,” “Huh?” “Wanna” “BTW” and “Oh-Em-Gee.”
4) Never Start with a Negative.
Rather than starting your sentence with an automatic “no,” try starting with a “yes.” Voicing negativity, according to the article Words can Change Your Brain by Andrew Newberg, M.D. and Mark Robert Waldman, releases stress chemicals in your brain and your listener’s brain. The article notes “the listener will experience increased anxiety and irritability, thus undermining cooperation and trust.” Try saying “What I can do is …” rather than “no.”
5) Keep the “Buts” Out.
The word “but” often nullifies any positive words that precede it. For example, if you say, “We value you, but …”— customers will only hear the words after the “but” and will not believe they are valued. “But” can trigger mistrust. Try replacing “but” with “however.”
6) Choose Empathy Over Orders.
Telling upset customers to “calm down” doesn’t tend to work. The book “Crucial Conversations” states: “It’s not such a good idea to tell others that they need to calm down or that they need to take some time out. They may need the time, but it’s hard to suggest it without coming off as patronizing.” Try expressing compassion instead by saying, “I can see you are very upset.”
7) Shun Phrases that are Hopeless and Helpless.
You want customers to feel that your service is reliable. Phrases like “There’s nothing I can do,” “I’m going on break,” and “That’s not my job,” do not instill trust with your customers. Your customers should never feel lost or abandoned. If you can’t personally help your customer, try saying, “Please allow me to find out for you” or “I will find someone who can better assist you with …”.
8) Don’t Ask Customers To Solve Their Own Problems.
Customers may need to give you information, fill out a form, or make a phone call in order to resolve a situation. However, when you begin by telling customers, “You need to …” your customers might be annoyed and think you’re making them do extra work. Although you might require their participation, try keeping the focus on the service you’re delivering by asking, “Can you provide me with ….”
9) Accept Responsibility.
Your customers want problem resolution—not blame and excuses. They don’t want to hear “It’s the computer’s fault” or “It is District policy.” Keep your words focused on solutions rather than blaming the system, colleagues or technology. Reassure your customer by saying, “Let me see what I can do for you.”
10) Don’t Argue with Your Customer.
Your customer may be right. Or your customer may be wrong. Either way, you need to avoid an argument. Saying to your customer, “That could never happen here!” will only aggravate a situation. Try to evoke a more cooperative attitude by saying, “I am so sorry you had that experience.”
There’s poetry to customer service. When you choose your words wisely, you represent your organization with professionalism, grace, discretion, consideration and respect. You appear responsive and reliable, and you set a tone for your customer service that will leave a favorable impression with your customers.
