Dear APS staff and families,
I hope you had an enjoyable spring recess with your families. As you may know, Andover’s Annual Town Meeting will begin on Monday, April 29, 2024 at the Collins Center at 7 p.m. I wanted to share some information regarding the district’s FY25 budget in anticipation of this meeting.
The FY25 budget process was more complex and challenging than in recent years. For APS, the increased cost of transportation, out-of-district tuitions, utilities, collective bargaining agreements, and an overall decrease in student enrollment over ten years were factors in the district facing a budget deficit. In line with the town and school’s long-range financial planning model, on March 7, 2024, the School Committee voted to send a level-service budget to the town.
Since last fall, I have presented information on the budget at several meetings with the community. Earlier this year, we created a FY25 Budget frequently asked questions section on our website, which was recently updated to reflect current data. I encourage those interested in learning more about the process to review the FAQs.
In Massachusetts, many school districts are facing similar difficult financial decisions this year. As a result of the $2.7 million deficit and the decrease in the district’s enrollment, affected staff members were notified earlier this month of a reduction in force (as outlined in the Collective Bargaining Agreement for Unit A) or non-renewal of their position for educators with non-professional teacher status. The School Committee Chair and Vice Chair shared further details with our staff and families earlier this week. I recognize these decisions have an impact on those affected and worked diligently to maintain the confidentiality of staff throughout the process.
As our goal is to provide all students with opportunities for lifelong learning, we are pleased that the budget does maintain key services for our families and maintains class sizes within School Committee Policy IIB. Key services preserved include:
- There is no increase to transportation fees for students (grades 7-12). We are able to maintain the $100 per student fee implemented in FY24.
- The budget maintains robust extracurricular program opportunities for our students and there will be no changes to middle school extracurricular fees (eliminated in FY24), AHS Athletics, and Fine Arts program fees.
- The district will be able to continue the curriculum development across all grades and content areas and address learning gaps identified by student performance data.
- The budget will allow the district to continue the evaluation of a new middle school schedule.
I want to thank the community for their engagement and understanding throughout this process. While this has been a difficult time for the APS community, we have worked to put our students at the forefront of every decision.

Doherty Students honored for Scholastic Writing
Congratulations to three Doherty Middle School students who recently received recognition from the Massachusetts Scholastic Art & Writing Awards! Lylah Buono received Honorable Mention for her fantasy story “Lillium,” Abigail Odden received Honorable Mention for her science fiction story “The Press Office,” and Avery Slaughter received a Silver Key for her fantasy story “Echoes of a Sonnet.” Fewer than 40 submissions from public middle school students received recognition across the entire state in this Grades 7-12 Writing Contest.
Doherty had many students who honed and refined their work for submission, including Juniper Klock, Kaylie Xie, Camilla Neissa, Chase Hoffenberg, Casey Kneeland, Owen McQuade, Anish Kumar, Alex Hoffenberg, and William Wrigley. Great job DMS students!
APS Students compete in First Lego League Challenge - World Finals
As we featured in the December 22nd issue of All Around APS, several Andover students were on their way to compete in the First Lego League Challenge World Finals held in Houston, Texas this month.
What a great trip! By the end of the competition, they brought back two top-honor trophies - the Champion Award Finalist (they tied 2nd place) and 5th place in Robot Performance, ranking both 1st place in US teams. The team designed and delivered three impeccable robot runs, one innovation project featuring the use of AI to help vision-impaired people, and presented cooperative core values, all of which were factored into the final awards.
Members of the team include Merson Tang (7th grader at Doherty Middle School), Zorawar Thind (8th grader in Wood Hill Middle School), Ryan Zhu (Captain- 7th grader at Doherty Middle School) Claire Gu (6th grader in Pike), and Bowen Niu (6th grader in Pike).
AHS Students to screen the premiere of their movie, Bonsai, at Old Town Hall
Andover High School Seniors, Nate Allen and Roger Almeida, spent last summer in production of their upcoming film, Bonsai. Nate and Roger wrote and directed the movie about a sixteen year old’s coming of age, accepting, and moving on from a traumatic past. The movie was shot around Andover and features many AHS students. Cheers to our talented students on a successful premiere!

Summer is just around the corner! Last Day of School for 2023-24!
The School Committee voted at their most recent meeting that Monday, June 17, 2024 will be the last day (1/2 day) for the 2023-24 school year for students.
School Committee Corner
The School Committee met on April 25, 2024. Items on the agenda included an update on the New England Association of Schools and Colleges (NEASC) process and Assistant Superintendent of Teaching and Learning Dr. Julie Riley shared information on the Vision of a Graduate district initiative. The School Committee voted on the proposed transportation contracts for education, extra-curricular and in-district special education transportation, as the current contracts end on June 30, 2024.
Meetings are held in the School Committee Room at Central Office, 30 Whittier Court – 2nd floor and are broadcast live by AndoverTV via Andover public access television (Comcast Channel 6 and Verizon Channel 43) or by streaming from www.andovertv.org. Recordings of these meetings are posted on Andover TV’s Video Archive under the School and Building Committee Meetings webpage.

The next School Committee meeting will be held on May 2, 2024. Agendas are set and posted at least 48 hours in advance in accordance with Open Meeting Law and can be emailed directly to those who are interested and sign-up for “Notify Me” alerts on our website.
School Committee Informal Forum
The School Committee welcomes the community to join us for a virtual informal forum on Tuesday, May 21, 2024 at 7 p.m. These forums have no set agenda, and the community is welcome to stop in to the forum at any time to speak with two members of the School Committee on any topics related to our schools. Links to participate in virtual forums will be sent closer to the date.
Because these sessions are attended by only two School Committee members, they allow an interactive dialogue outside of the Open Meeting Law legal parameters. Issues raised at the forum that might require further discussion with the entire School Committee will be communicated during a regular business meeting. Andover’s Annual Town Meeting – Monday, April 29, 2024
As we prepare for Andover’s Annual Town Meeting, the School Committee wishes to express its appreciation to the APS school community for their commitment to the delivery of education to our students. The School Committee voted to approve the district’s budget on March 7, 2024. The budget now is part of the town’s overall budget (Article 4 of the warrant for Town Meeting).
Annually, the Andover Finance Committee provides the community with a detailed information on each warrant article, known as the Finance Committee Report. This report is available for the community to review in advance of Town Meeting, and contains the full text of each article, a summary of the articles, recommendations issued by the Finance Committee, Select Board and other relevant boards and commissions, and other useful information pertaining to Town Meeting.
We encourage you to review their analysis and recommendations as the process continues.
