I don't usually send a July communication, but I wanted to get information out about the Consolidated App as soon as possible. There are also some extended resources below that should help out with the consolidated app and other summer tasks.

Consolidated App is OPEN

The consolidated application is now open in NexSys and MEGS+. The process is similar to last year: You will accept funds and complete the Title I School Selection in NexSys, and you will complete all budgets in MEGS+. Here is the MDE Memo with full details. A few key points:


  • Application is due August 12, 2022. This will provide an obligation date of July 1. This means you can plan to fund activities in July even though the application hasn't been submitted yet. However...
  • ...Very important - if you have activities that you need to fund starting in July or August, be sure to reach out to your OES rep to get pre-approval now. You don't want to count on those federal dollars and find out later that the activity is not approved.
  • If applications are submitted after August 12, the obligation date will be the date submitted.
  • There will be an amendment period that will likely align with traditional timelines (open at end of November, due mid-January) as long as things operate smoothly.

Reminders: Equitable Services, MICIP, 31a

Equitable Services for Private Schools and the Consolidated App

The MDE has very recently updated the Equitable Services Worksheet (linked on this page - it is an Excel download so I can't provide a directly, sorry). The worksheet is required to use when determining equitable funding of Title IIA, IIIA, and IVA with in-district private schools. As a reminder, Title IA equitable funding is now calculated in NexSys as part of the Consolidated Application. Here are a few additional details:

  • The Equitable Services Worksheet was redesigned to meet ADA compliance. As such, it looks and acts different from before. Give yourself some extra time to understand how it works and what it is telling you.
  • The instructions for the worksheet are now in a separate document. I suggest reading the instructions carefully as you complete the process.
  • While Title IA is built into NexSys, there is still a Title IA calculation on the worksheet. I believe this is so you can do planning with private schools in this time that the consolidated app is not yet available. Please know that you'll need to use the calculations from NexSys for your "official" work with private schools.


MICIP Requirements

The MDE released a memo with Continuous Improvement requirements for 2022/23 and 2023/24. In a nutshell:

  • All districts must have a plan in MICIP (no more "paper"/template version)
  • For 2022/23, districts must have one goal
  • For 2023/24, districts will be required to have all active goals in MICIP

There are many more details in the memo, so please review if you have not already done so. As a reminder, there is no "submit" button in MICIP. For your goal to be active, all MICIP screens need to be completed and the goal needs to appear in the Portfolio. Resources:


31a Annual Program Fiscal Review

The 31a APFR is due July 15, 2022. The APFR is completed in NexSys. Resources:

State and Federal Programs PD for 2022/23

The Michigan Association of State and Federal Program Specialists (MASFPS) have released our 2022/23 professional learning offerings. This is a great lineup and there is something for everyone. Don't forget to include this important professional learning in your consolidated application.
