CCSD Personal Electronic Device Policy (JICJ)
Prohibition of Personal Electronic Devices During the School Dayβ (Policy JICJ)
At the November 18, 2024, Board of Trustees meeting, a new policy, "Prohibition of Personal Electronic Devices During the School Day" (Policy JICJ), was adopted to create a phone-free school environment. This policy complies with the General Appropriations Bill, H. 5100 of 2024, Proviso 1.103, and applies to all kindergarteners through 12th graders.
This new policy is designed to remove distractions from personal devices during the school day so students can focus better, learn more, and build strong relationships with their classmates and teachers. Our policy also aligns with the Profile of the South Carolina Graduate, emphasizing essential college and career-ready skills, collaboration, and meaningful interpersonal interactions. Implementation will begin on January 6, 2025.
Key Definitions
- Personal Electronic Devices (PEDs): These include cell phones, smartwatches, tablets, gaming devices, and accessories like earbuds and headphones.
- School Day: Defined as the time students are on school premises from arrival until dismissal, including field trips unless otherwise directed by administration.
Overview of Policy Implementation
- Devices must be powered off and securely stored (e.g., in backpacks, lockers, storage containers) throughout the instructional day. We strongly encourage students to turn their phones in to their homeroom teacher for storage in the cell phone lock boxes.
- Usage is only allowed when explicitly authorized for instructional purposes or required under an Individualized Education Plan (IEP), medical plan, or Section 504 accommodation plan.
- The CCSD Progressive Discipline Plan outlines school response for any student cell phone violations.

Anti-Bullying Culture
Majority of hurtful and harmful behaviors start from social media usage. Studies show that between 65-89% of teens age 12-17 have daily access to social media. Many of the sites that teens access are unregulated and are breeding grounds for behavior that is hurtful and can roll over into school, extra curricular activities, neighborhoods, etc. These apps are the most common for "bullying" behavior:
Do you know which apps your teen is using? Have conversations with your teen about which apps they are accessing, check privacy settings, and encourage your teen to talk about any concerning behavior they see. Did you know each of the apps above has a contact address to report concerning behavior? In addition to reporting it on line, let the school know what is happening so we can try and address it, too!Discipline Updates
As an addition to our weekly parent communication, we are including information regarding discipline infractions that are occurring at CEW South. Our goal is never to "catch kids"; our goal, in regards to discipline, is to coach, in partnership with our parents, the expectations the school and district have for student conduct. We see this addition to the weekly communication as a key tool to partner more closely with parents.
COLD WEATHER IS COMING!! While we know it can be hard to find the right outfits, please help us by making sure your student is wearing the correct clothes. Students are allowed to wear solid colored crewneck sweatshirts in black, gray, navy blue, light blue or white while wearing khaki, navy blue or black pants. If a student is wearing jeans they must wear an official CEWS shirt or crewneck. Official WAHS tops or other CCSD high school tops if the student participates in a sport there is treated as an official CEW top.
Sweatpants, tights, joggers, hooded sweatshirts, patterned / writing on sweatshirts are not allowed. If your student does not have the appropriate sweater, they can either purchase one in the front office, OR they can trade their hooded/pattern sweatshirt for a CEWS one to wear during the day from the counseling office if they are available. Students will trade back at the end of the day.
Please help us by reminding your student what the dress code is and make sure they come prepared, in uniform, every day!

Education Thrives When You Keep It Under 5!
Let's start semester two strong with great attendance! Make sure your student is attending every day. Remember, school starts at 7:20 and ends at 2:20, so arriving on time is vital. Every day missed is
If your student is too sick to attend school (fever, repeated vomiting, etc. or excused for a medical appointment(, please make sure to send notes in to school. Notes can be dropped off in the front office, or emailed to Ms. Feldman (lynn_feldman@charleston.k12.sc.us). Any note emailed must contain a guardian signature.
Attendance is incredibly important to every students success. Each day a student misses academic instruction requires them to play "catch up" to meet their peers. Please try to have your student arrive on time, every day! If you are having challenges getting your student to school, please reach out to our School Social Worker, Ms. Steere-Williams (abigail_steerewilli@charleston.k12.sc.us) for support!
Please review the CEW South cell phone expectations with your child.
