In an effort to better communicate with our CTE teachers, I will be sending you monthly emails following our Clackamas Career Technical Education Consortium steering committee meetings that occur on the second Tuesday of each month.

CTE/Perkins 101
ACTE has released a set of briefs that describe the components of Perkins V legislation in an easy-to-understand manner. These short publications can serve as an introduction for teachers, administrators, policymakers, journalists, partners and others who are new to the purpose, importance and impact of this federal law.

2025 Educator Externship
From June 23-27, approximately 20 educators will have the opportunity to engage in an immersive experience designed to provide a working knowledge of several career pathways while building authentic relationships with industry partners. Participants will receive a $1,000 stipend for their involvement in the five-day experience. For more details and to register, please refer to the flyer and registration link.

2025-27 Perkins Application
By the end of the 2024-25 school year, C-TEC will submit our 2025-27 Perkins application. The Consortium Application will synthesize Career and Technical Education (CTE) information from all districts’ Integrated Guidance applications. The Integrated Guidance (IG) framework includes funding streams such as High School Success, the Student Investment Account, Early Indicator and Intervention Systems, Early Literacy Success School District Grants, CTE Perkins, and Federal School Improvement. A key component of this application is addressing the needs of focal groups in CTE to ensure equitable access and success for all students.
Equity and Access in CTE
Our consortium is committed to supporting students who have historically faced disparities in education, including:
- Students of color and multiracial students
- Students with disabilities
- Emerging bilingual students
- Students navigating poverty, houselessness, and foster care
- Migratory students and recently arrived students
- Justice-involved youth
- Students who identify as LGBTQ2SIA+
- Individuals preparing for non-traditional fields
- English learners
- Individuals who have aged out of the foster care system
- Individuals on active duty in the armed forces
What We Need from Schools
To support the application, we ask districts to provide information on:
- Equity and Access Efforts – What activities do you organize or lead that promote the removal of barriers and ensure nondiscrimination in student access to and success in CTE courses, programs, and work-based learning opportunities, particularly for students from focal groups?
- Expanding Non-Traditional Participation – Describe any efforts to increase participation of students in CTE programs that are traditionally dominated by one gender.

Preparing for a Potential 2025-27 CTE Revitalization Grant at Oregon ACTE
In anticipation of a possible CTE Revitalization Grant for the 2025-27 biennium, ODE CTE staff will be present at the Oregon ACTE Annual Conference in April to provide information and guidelines for those considering a Revit Grant program. While we will not have confirmation of a new Revit Grant or details on funding levels until after the state legislature adjourns in June, early planning is encouraged.
The 2025 Oregon ACTE Annual Conference will take place from April 16-18 in Seaside, Oregon, offering an opportunity to connect with CTE professionals and gather insights into upcoming funding opportunities. To stay informed about CTE Revitalization Grant developments, visit the ODE CTE Revitalization Grant web page, where you can also sign up for the CTE listserv for updates.
For reference, the 2023-25 CTE Revitalization Grant provided $7.6 million in funding to 74 schools, supporting programs that enhance career and technical education opportunities for students across Oregon.

Program of Study Renewal Meetings for 2024-25
The following programs will be going through renewals this year. Each program is required to renew every four years, or sooner if the program is in start-up and needs to become a full program. Please make a note of these meetings on your calendar. These meetings will start at 5pm in the Redland Room located on the main floor of Clackamas ESD. Dinner will be provided.

This CTE Program of Study Renewal Forms have been sent out to those who teach in these programs. Your building CTE administrator has also been included. I highly encourage you to review this form with your administration before our renewal meetings. You should also get help from your building administrator and school counselor to complete the "Student Supports" section of the form as many of the supports are universal for all students not just those in your program.
The items in Red are new requirements for submission, but they have always been a requirement of a CTE program of study.

SkillsUSA offers a variety of scholarships for student members pursuing careers in the skilled trades, including architecture, automotive service, carpentry, electrical, HVAC, plumbing, transportation repair, welding, and more. These scholarships help offset the cost of postsecondary education and training, and in some cases, can also cover expenses for attending SkillsUSA events. Many scholarships are currently open for applications, with deadlines ranging from April to June 2025.
