Title I, Part A Parent & Family Engagement Statewide Initiative
ESSA, Building Capacity (section 1116) has long been a requirement of LEAs and schools, but for many it has been a perfunctory task rather than a useful tool designed to increase parent and family engagement in a way that increases student achievement. This session will provide a quick overview of the ESSA, Building Capacity requirements and strategies to help work innovatively with parents and families. Techniques for working collaboratively with families will be discussed. Session will also include a presentation by a model school who is doing exceptional work with their families. Extensive handouts and resources will be provided.

Federal Title I, Part A Sec. 1112(b)(2) under ESSA requires all local educational agencies that receive Title I funds to develop a plan for “how the local educational agency will identify and address, as required under State plans as described in section 1111(g)(1)(B), any disparities that result in low-income students and minority students being taught at higher rates than other students by ineffective, inexperienced, or out-of-field teachers.”
This section of ESSA requires all districts that receive Title I funds to create and submit plans describing how the district will improve gaps as they relate to low-income students and students of color being taught at higher rates than other students by inexperienced, out-of-field, and ineffective teachers.
The 2018-2019 school year will be the second year LEA Equity Plans will be required under ESSA.
The Texas Education Agency has developed a Texas Equity Plan Toolkit to support districts in the process of developing a district equity plan. The Texas Equity Plan Toolkit includes the equity plan template that all districts receiving Title I funds will be required to submit.
This training and work session will help LEAs complete their Equity Plan and PR1500 for timely submission.
Statewide Federal Grants Training on October 8th
The TEA Department of Contracts, Grants and Financial Administration will be hosting a free statewide training on October 8, 2018, from 9:00 AM to 4:00 PM, at the Region 17 Education Service Center in Lubbock, Texas.
This training is open to all independent school districts, open-enrollment charter schools, education service centers, and any other entities that receive federal education grants from TEA. Education consultants who assist schools with federal grant management and compliance also are welcome to attend.

TEA Important Notice Regarding SC3001
Important info from TEA regarding ESSA Compliance
TEA has received several questions regarding Title I, Part A participation on Part 4 of the PR1000. For both schoolwide and targeted assistance programs, LEAs are only to report the count of students that received Title I, Part A services ages 0-2 and 3-5 (not in PEIMS) for each section (by grade, gender and ethnicity). The counts for students enrolled and receiving Title I, Part A services in a schoolwide and targeted assistance program will be extracted from PEIMS and therefore, should not be included.
The counts for Private Nonprofit Schools and Local Facilities for the Neglected (if applicable) are to be reported by grade, gender and ethnicity as these data are not collected in PEIMS.
As a reminder the totals for grade, gender and ethnicity for each type (SW, TA, PNP and neglected) must equal.
