New Certified Staff Recognition
Assistant Superintendent for Human Resources Dr. David Bruno presented a video celebrating and welcoming new District 41 staff.
Board Governance Recognition
Superintendent Dr. Jeff McHugh acknowledged the Board for their Illinois Association of School Boards (IASB) Board Governance Recognition. They earned the School Board Governance Recognition honor for their effective governance behaviors and their commitment toward obtaining the knowledge and skills necessary to effectively lead the district.

Kindergarten Center Update | watch
Dr. McHugh introduced Jack Hayes, President at Frederick Quinn Corporation, to provide a construction update. Dr. McHugh then presented an overview of the process and timeline for the kindergarten center and the full-day kindergarten program.
Superintendent’s Report | watch
Dr. McHugh announced that the Administrator and Teacher Salary and Benefits Report for 2023-2024 School Year and the IMRF Employees over $75,000 for the 2023-2024 School Year Report are posted.

A detailed transportation update was provided by Dr. McHugh and Assistant
Superintendent for Finance, Facilities and Operations Eric DePorter. Board members asked questions and engaged in conversation to understand previous decisions and the path forward.

Fund Transfers | watch
Mr. DePorter presented an annual discussion item connected to the need to execute a transfer between funds in order to properly record capital project expenditures. At the next board meeting, following a public hearing the administration will request the board approve the transfer. The funds will be moved to support a variety of facilities projects such as the full-day kindergarten project.

Mr. DePorter, Executive Director of Buildings and Grounds Dave Scarmardo, and Director of Technology and Innovation Andrew Peterman presented information about capital projects projected over the next five years.
Substitute Rate of Pay Increase | watch
Dr. David Bruno presented information about competitive rates related to substitute pay and a recommendation to increase rates.

Authorization to Prepare the 2025-2026 Fiscal Year Budget | watch

Action on Safeway invoices for regular and special education student transportation services provided in July and August 2024, including the administration's recommendation for disapproval of the invoices.
The Board disapproved payment of Safeway's August 31, 2024 invoices for regular and special education transportation services provided in August 2024 and authorize the administration to determine and recommend to the Board the amount of the penalties to be applied to those invoices in accordance with the transportation contract and to approve payment of Safeway's July 31, 2024 invoice numbers for extended school year special education student transportation services provided in July of 2024, and to withdraw the check payable to Safeway from the check register presented to the Board for approval.
Approve School District Payment Order
The Board approved the school district payment order and check register of July 26, 2024 - September 12, 2024 with a reduced by $143,725.58 which reflects the removal of payment to Safeway.
Authorization for the Administration to negotiate and bring to the Board for action as soon as possible on an emergency basis an amendment to the Safeway student transportation contract The Board discussed and approved a recommendation to authorize the superintendent, on an emergency basis, to negotiate a possible amendment to the Safeway contract to temporarily or permanently remove routes to the current contract and to contract with another student transportation contractor to supplement the Safeway routes. (Voted Yes - Bruno, Loebach, Buttimer, Estes, Hill, Miko, Syed)
