The Active Shooter Exercise Development Workshop is a train-the-trainer course designed for individuals who may be responsible for developing and delivering active shooter tabletop exercises. Past events have demonstrated that a key point to effective whole of community preparation includes coordination across all professional disciplines that have responsibilities in the event of an active shooter incident.

VIRTUAL Safety & Security Roundtable Series - January 14, 2025
The Safety & Security Roundtable Series is designed to bring District Leadership, School Safety & Security Professionals, School-Based Law Enforcement, and school district stakeholders together to keep LEAs informed of training requirements, legislative updates and trends affecting school safety.
The goals of the roundtables are to:
- Explore critical safety issues facing schools
- Identify potential threats, risks or trends
- Examine potential solutions
- Information Sharing
- Collaborate with local, county & state partnerships
- Improve the climate of school safety
2024-2025 Safety & Security Sessions
The School Safety and Security team at Region 10 ESC provides superintendents, campus administrators, campus staff, and district law enforcement with relevant training, guidance, information and resources to improve all aspects of school safety and security.
TEA Updates & News
Adopted New 19 TAC Chapter 103, Health and Safety, Subchapter BB, Commissioner's Rules Concerning General Provisions for Health and Safety, §103.1103, Opioid Antagonist Medication Requirements in Schools | Each school district, open-enrollment charter school, and private school that adopts a policy regarding the maintenance, administration, and disposal of opioid antagonists is responsible for training school personnel and school volunteers in the administration of an opioid antagonist.
- Effective Date: November 5, 2024
Proposed New 19 TAC Chapter 153, School District Personnel, Subchapter BB, Commissioner's Rules Concerning Professional Development, §153.1015, Mental Health Training | LEA can attend evidence-based mental health training, YMHFA, or Mental health training not on the list if it has all the requirements listed in §153.1015 (d)(2)
- Proposed Effective Date: November 5, 2024
Proposed New 19 TAC Chapter 103, Health and Safety, Subchapter EE, Commissioner's Rules on Prevention, Awareness, and Reporting of Child Abuse or Neglect, Including Trafficking of a Child | Proposed new §103.1401(b)(2)(D) would require local policies for reporting to include notice that oral reports made to DFPS are recorded. Proposed new §103.1401(b)(2)(E) would require local policies to include notice that an individual making a report must provide his or her name, phone number, and address and include an explanation of the limited circumstances under which the identity of an individual making a report may be disclosed.

Proposed New 19 TAC Chapter 103, Health and Safety, Subchapter CC, Commissioner's Rules Concerning Safe Schools, §103.1213, Required Reporting through Sentinel | The proposed new rule would require school safety and security-related reporting through Sentinel in accordance with Texas Education Code, §37.1083. Sentinel is a comprehensive system designed to enhance the safety and security of students, faculty, and staff in school buildings across Texas.
- Proposed Effective Date: December 15, 2024
Professional Development
- Intermediate School Behavior Threat Assessment Training - This full-day session is geared towards district staff responsible for ensuring the operationalizing of SBTA programming within their district. Participants will review the newly created Texas School Safety Center (TxSSC) model SBTA Manual. Participants will only be eligible to attend this training after completion of the 7-hour SBTA training offered through the TxSSC, which introduces necessary key concepts and is a non-negotiable prerequisite for the intermediate training.
- Restorative Practices for Educators - TEA Restorative Discipline Practices has two new videos available on their website: 1) Restorative Practices Made Simple, 2) Restorative Practices Made Simple: Families as Partners.
- TEA Student Discipline - Chapter 37 Training - TEALearn now offers the TEA 2024-2025 Student Discipline – Chapter 37 Training as a self-paced online course. This course provides the participant the current laws and regulations regarding student discipline in the Texas public school system. Student Code of Conduct requirements, regulations on all school suspensions, DAEP placements, and Expulsions is covered as well. Depending on local policy, this course may fulfill the required discipline training under TEC, 37.0181, for administrators in charge of student discipline.
