Welcome to the monthly Continuous Improvement and State & Federal Programs communication. The purpose is to contextualize Continuous Improvement into our daily work, to efficiently complete all State and Federal Program tasks, and to promote moving these tasks past simple compliance. May Continuous Improvement
MDE released a memo on May 30 with reminders about continuous improvement plan requirements as well as links to helpful resources. Completing the MICIP process by having all active plans in the MICIP portfolio will fulfil your legal obligations.
Registration Open for 2024 CI Conference
The 2024 MDE Continuous Improvement Conference will be held November 21, 2024 at the Crowne Plaza in Lansing.
MICIP Collaboration Series
The Collaboration Series is all wrapped up for the year. Thank you to all participants and guest presenters. See the dashboard link below for videos, presentations, and resources from the full series.
Consolidated Application Update
As of 6/4/2024, there is no information on when the consolidated application will open. A few items to consider:
- When the Con App is delayed, it is typical for MDE to give districts at least 30 days after being released to complete the application. This means we will for sure not have a 6/30 due date. I anticipate that we will get an adjusted due date announced when the app is released.
- While we're waiting for the app to open, use this time to get started on everything. Get your PD plans all set, start working on your Title budgets, reach out for pre-approval on any PD or other items that need to happen in July or August.
- There are several additional considerations in the Spring Workshop section below.
Spring Workshop Highlights
- The main theme of the Spring Workshop this year was coordination between the business office and program office. Make sure there is good communication throughout the year, but especially here at the end of the year. Here is a written process for quarterly business meetings.
- One specific area for coordination between business and program is time and effort. This Flowchart and Process Document can help get you pointed in the right direction for various funding situations.
- If you have any district reconfigurations this year (school closings or openings, reconfiguring grade levels of buildings) log into the EEM ASAP and make sure the changes are accurately reflected. NexSys will import updated info from the EEM on July 1st. Updating the EEM is the only way to ensure NexSys will be correct (such as the Title I School Selection screens).
- Skipped Schools - It has been verified that skipped schools must meet all Title I requirements. This means Title I Plans, Parental Involvement Plans, School/Parent Compacts, Annual Title I Meetings, Title I Methodology, etc. This will be a big deal for skipped schools. My suggestion: Don't shoot for perfection right out of the gate. Get started by talking to the building leadership team, help them understand the requirements, and make a plan to work on it this year. Unless a school has gone through the process to be schoolwide, a skipped school is considered to be Targeted Assistance.
- EL - A new Home Language Survey will be released soon (possibly sometime over the summer). It is not required to update all of our enrollment paperwork for the 2024/2025 school year, although you can if you would like. It will be required to use the new Home Language Survey starting in the 2025/2026 school year.

2024-2025 State and Federal Programs Professional Learning through MASFPS
MASFPS will be hosting our first Fall conference since pre-COVID. The Fall Professional Learning Institute will be held on October 3 - 4 at the Weber Inn in Ann Arbor. The agenda will include Federal Updates from the Bruman Group, practitioner breakouts, and a keynote from Joe Sanfelippo! Registration coming soon, but please mark your calendars in the meantime.
