A Message from Interim Superintendent of Schools, Dr. Millicent Borishade
Greeting SLPS Families and Staff -
As we embrace the month of February, I want to take a moment to extend my heartfelt gratitude for your unwavering support of our Alternative Methods of Instruction (AMI). Your understanding and flexibility during these times have been invaluable, allowing us to continue providing quality education to our students, during inclement weather.
Implementing AMI days is a decision that takes into account various factors, such as:
- Staff being able to navigate the streets from where they live in order to get to work to serve students and clear a pathway for everyone to get into the building safely.
- Roads being drivable in all areas for buses. When our transportation partners share that the neighborhood/residential roads are “treacherous”, this translate to me that buses will undoubtedly be late and students will be standing out in the cold.
- Students who walk to school having to walk in the streets because the sidewalks are not cleared.
- Food deliveries being made.
Also, having an AMI day is always best for SLPS because it means instruction is still happening. If we use a “Snow Day”, that means schools would be closed and no instruction is taking place, which means that we would have to add days to the end of the year because we have to meet a minimum of 1044 hours of instruction for students.
As a result of our AMI days, the district local assessment was pushed back to start upon the return of our students. We remain committed to ensuring that our students are receiving the best possible education and supporting. The results from our assessments will help us know our students by names, strength and needs ultimately, guiding our instructional strategies as we tailor our instruction to meet the needs of our students.
Another highlight is the response we have received from potential transportation partners as it relates to our Request for Proposals (RFP). We appreciate the time and effort that each potential partner dedicated to presenting their services to us. In addition to the response we have received from potential transportation partners, we are also excited about the number of families who have completed their Intent to Return to SLPS, more than 2,200 families completed the online form within the first 48 hours, this is a testament to a collaborative partnership from our families and all of the departments working together. Your engagement helps us plan for the upcoming school year, ensuring that we are poised to provide on time transportation for those who are eligible. Priority registration ends March 8, 2025.
Finally, during the month of February, schools will also take time to recognize and celebrate Black History Month, honoring the contributions, history, and culture that have shaped our nation. Schools across the district will engage in meaningful programs and activities that inspire reflection, learning, and pride.
Together, we will continue working together so that each of our students represents the Portrait of a Graduate. Thank you for your dedication and partnership in supporting Saint Louis Public Schools.

Online Registration for the 2025-2026 School Year is Now Open
Online registration is now open for all students, both new and returning. Families can begin the registration process by logging into the Parent Portal: SLPS Parent Portal.
Every student must be registered, and families must opt-in for transportation services during the registration process.
Why Register Now?
The priority registration window runs from January 21 to March 8, 2025.
Families who register within the priority window will be the first to receive routes. As we continue receiving registration updates from families, our transportation team will use the data we've collected to start building routes. The first time that happens will be after the priority window closes.
Families who register after March 8th will still be processed, but routes may take up to a week to be assigned. Early registration is strongly encouraged to ensure transportation is ready for the first day of school, Monday, August 18, 2025.

Be in grades P4–12
Live one mile or more outside of their neighborhood school OR magnet school

Parent Action Council (PAC) Corner
Join Us for the 4th Annual Day of Action in Jefferson City
Families and staff, we invite you to join us on Tuesday, February 4th for the 4th Annual Day of Action in Jefferson City to advocate for Saint Louis Public Schools.
Each year, state legislators make decisions that affect SLPS funding and governance. This year, discussions include potential changes to local control and how school board members are elected in St. Louis. With an important Board of Education election in April, this is a key moment to engage, share our perspectives, and ensure that the voices of SLPS families and staff are heard.
In 2022, SLPS families and advocates successfully mobilized to protect $18 million in district funding. As a new legislative session begins, it’s important to continue the conversation and highlight the value of our schools and the choices we make for our students.

Missouri General Assembly Legislative Update
As we enter the new year, the 2025 Missouri General Assembly session is set to begin, bringing legislative discussions that may impact public education in Saint Louis Public Schools and across the state.
The session began on January 5th, with 55 new legislators sworn in, along with a new Governor, Lieutenant Governor, Secretary of State, Speaker of the House, and President Pro Tem of the Senate. With this transition in leadership, SLPS will closely monitor legislative proposals that could impact our students, staff, and families.
Education Legislation & Policy Updates
At this time, we are tracking 185 bills related to public education. Representative Brad Pollitt is expected to continue serving as Chair of the House Education Committee, while Senator Curtis Trent is anticipated to chair the Senate Education Committee.
Among the major discussions this session is the possibility of changes to the state’s education funding formula. Education funding formulas typically undergo review every 12 years, yet Missouri’s current formula has exceeded that timeframe. While no official bill has been filed, potential modifications or a complete rewrite of the funding structure will likely be debated, with open enrollment and school finance reform emerging as top priorities for some lawmakers.
Legislation That Aligns with SLPS Priorities
Three newly introduced bills align with the district’s legislative platform:
- SB177 – Would require a certificate of need before new charter schools are allowed to open.
- SB257 & HB404 – Address proposed fixes to the public school retirement system.
How Families & Staff Can Stay Engaged
To help families and staff stay informed, the Missouri School Boards’ Association (MSBA) is offering online “Lunch and Learn” sessions starting next week to provide insights into the legislative session. Additionally, MSBA’s Advocacy Day is scheduled for March 11th, providing an opportunity for public school advocates to meet with legislators in Jefferson City.
We also encourage families to participate in the Parent Action Council’s "Day of Action" in Jefferson City on February 4th—an event where parents and caregivers can connect with lawmakers and advocate for policies that support public schools.
Celebrating Black History Month in SLPS
As we approach February, Saint Louis Public Schools is proud to honor Black History Month with a variety of performances and observances that recognize the rich history, culture, and contributions of Black Americans.
Throughout the month, our schools will showcase student-led performances, guest speakers, and interactive programs that highlight the resilience, achievements, and impact of Black leaders past and present. These celebrations will provide opportunities for our students to engage in meaningful discussions, express their creativity, and deepen their understanding of Black history.

Celebrate American Heart Association Day with SLPS
February is American Heart Month, and Saint Louis Public Schools is proud to recognize American Heart Association Day as part of our commitment to student and staff well-being. Heart disease remains the leading cause of death in the United States, but by raising awareness and making heart-healthy choices, we can all take steps toward a healthier future.
On Friday, February 7th, we encourage everyone in our SLPS community to wear red in support of heart health awareness. This small act helps spark conversations about the importance of maintaining a healthy heart through proper nutrition, regular physical activity, and regular health check-ups.
How You Can Participate:
❤️ Wear Red – Show your support by wearing red and encouraging others to do the same.
🩺 Know Your Numbers – Learn about your blood pressure, cholesterol, and other key health indicators.
🥦 Make Heart-Healthy Choices – Incorporate more fruits, vegetables, and whole grains into your meals.

Join the 314/Pi Day Reading Challenge
As part of Literacy for the Lou, Saint Louis Public Schools invites all students to take part in the 314/Pi Day Reading Challenge!
In celebration of 314 Day—a tribute to St. Louis’ history, culture, and people—students are encouraged to read for 30 minutes a day between February 24th and March 10th, totaling 314 minutes of reading.
Since March 14th (3/14) is also Pi Day, what better way to celebrate than with both reading and a reward? Students who complete the challenge will be treated to a movie at a local theater!

MAP and EOC Testing in SLPS: What Families Need to Know
Each spring, students across Saint Louis Public Schools (SLPS) in grades 3 through high school participate in Missouri Assessment Program (MAP) testing. These assessments measure student progress toward mastering Missouri's educational standards.
Who Takes the MAP Test?
The assessments vary by grade level:
- 3rd – 8th Grade: Students take English Language Arts (ELA) and Mathematics grade-level assessments.
- 5th & 8th Grade: In addition to ELA and Math, students take a Science assessment.
- High School: Students enrolled in specific courses take End-of-Course (EOC) assessments in:
- Algebra I
- Biology
- English II
- Government

Portrait of a Graduate Student Highlight: Gateway STEM Seniors Lead the Way
At Gateway STEM High School, leadership is more than a title—it’s a commitment to growth, service, and excellence. In this edition of Portrait of a Graduate, we highlight two exceptional seniors, S. Abiola and J. Anthony, both dedicated members of the school’s JROTC program and student government leaders.
Mr. Anthony serves as the Student Commander of JROTC and Student Body President, while Ms. Abiola leads alongside as Student Body Vice President. Their roles demand discipline, teamwork, and the ability to navigate challenges with resilience.
As part of their Portrait of a Graduate feature, they were asked to reflect on their experiences balancing academics, leadership, and personal growth. Their responses offer insight into how they define leadership, overcome challenges, and prepare for life beyond high school. They shed light on what it truly means to be a leader at Gateway STEM and how they are shaping their futures—one decision, one challenge, and one success at a time.
Central VPA’s ADIOS Wins St. Louis Teen Talent Competition
We are proud to celebrate ADIOS, the dance group from Central Visual and Performing Arts High School, for earning 1st place at the St. Louis Teen Talent Competition on January 18th.
In addition to taking the top prize, ADIOS also won the Audience Choice Award, earning recognition for their performance. Each dancer will receive an $8,000 scholarship, a reflection of their dedication and artistry.
Performing to Adios by Benjamin Clementine, with choreography by Endia Mosley, the group impressed both the audience and judges, demonstrating the strength of talent cultivated at Central VPA.
This is the second time in three years that Central VPA students have won the Teen Talent Competition. ADIOS now joins Central VPA graduate Ray Strickland, who won the top prize in 2023.
Special thanks to their coach and mentor, Raymond Parks, as well as the support from Diamond Dance Academy and Best Dance and Talent Center.
ADIOS has represented Saint Louis Public Schools with dedication and skill.
A Legacy of Dedication: Celebrating Mr. Ray Parks of CVPA
For over three decades, Mr. Ray Parks, dance teacher at Central Visual and Performing Arts High School (CVPA), has exemplified dedication, passion, and unwavering commitment to his students. In an extraordinary feat, Mr. Parks has achieved 32 years without missing a single day of school, a testament to both his love for teaching and his deep-rooted belief in the power of education and the arts.
When asked about what drives his commitment, Mr. Parks attributes it to the values instilled in him as a child.
“I’m the youngest of 12 kids. My parents emphasized education and hard work, and growing up, I never saw my teachers miss a day. They were always there for us, and that left a lasting impression on me. I love my job. My job is my life.”
Even when faced with challenges, including a cancer diagnosis, Mr. Parks ensured his commitment never wavered.
“I scheduled my surgery over Christmas break so I wouldn’t miss class. Dance has kept me healthy, strong, and motivated. I’ll be 80 next month, and I still feel energized every day.”
More Than a Teacher—A Mentor for Life
For Mr. Parks’ students, his impact goes far beyond teaching dance. Kamani , one of his students, describes the profound difference between a teacher and a mentor:
“A teacher comes to do their job, and then they go home. A mentor makes sure you have everything you need—and more. Mr. Parks isn’t just here to teach dance; he’s here to make sure we succeed in all areas of life. I feel comfortable talking to him about things I wouldn’t share with most people because I know his advice will always be genuine and helpful.”
Kamani initially saw dance as just a hobby, something she enjoyed but didn’t plan to pursue after high school. That changed because of Mr. Parks.
“Through my years with him, he’s made me want to push for more. Sometimes I doubt myself, and I’ll say, ‘Forget it.’ But he always talks to me, encourages me, and reminds me of my potential. That’s what I love about him—he never puts anyone down; he always builds us up.”
A Teacher’s Impact: Lessons That Extend Beyond the Studio
Trenton, a 12th-grade student, has been in Mr. Parks’ class for all four years of high school. Like Kamani, he sees Mr. Parks as more than just a teacher.
“Mr. Parks has always inspired me because he encourages students to stay on top of their schoolwork just as much as their dancing. That’s something I’ve struggled with, but he’s always helped me stay on track while improving as a dancer.”
Trenton recalls a defining moment from his freshman year that stuck with him:
“I was trying to show off in class, and Mr. Parks wasn’t having it. He called me out, and I got really upset at first. But looking back, it taught me that you don’t always have to prove yourself or be better than everyone else—sometimes, just being you is enough.”
Beyond discipline and work ethic, Mr. Parks ensures his students understand the opportunities available to them through dance.
“I used to think performing was just about putting on a show. But Mr. Parks helped me realize that dance performances can lead to scholarships, opportunities, and even careers. I didn’t know that before. He helped me understand that every performance is an opportunity to be seen and to grow.”
A Career Marked by Excellence and Influence
Mr. Parks’ impact extends far beyond his classroom. His dancers have performed at prestigious venues, earned national recognition, and won multiple first-place awards at The Fabulous Fox Theatre competitions. His contributions to education have been honored, including his recognition as Missouri Lottery Teacher of the Year.
But for Mr. Parks, the real reward isn’t in the trophies—it’s in the daily fulfillment he gets from teaching.
“Every day, I leave here feeling a sense of accomplishment. That’s my reward. I don’t drink, I don’t smoke—I get high off the energy and love in this school.”
Advice for Educators: Teaching With Purpose
After 32 years of perfect attendance, Mr. Parks has simple but profound advice for educators:
“Dedication is everything. If you’re not passionate about teaching, it will show. You can’t fake it. If you’re in it for the money, forget it. My biggest joy comes from watching students grow—week by week, month by month, year by year.”
A Legacy That Will Last Beyond the Classroom
As he looks back on his career, Mr. Parks acknowledges that one day, his time at CVPA will come to an end—but not because he will walk away.
“I know one day this will come to an end, but it won’t be because I gave up—it’ll be because something beyond my control happens. Until then, I’ll keep showing up.”
For generations of CVPA students, Mr. Parks has been more than a dance teacher—he’s been a guiding force, a mentor, and a source of unwavering support. His influence will be felt for years to come, not just in the lives of those he’s taught, but in the legacy of passion, perseverance, and purpose that he has built at Central Visual and Performing Arts High School.
Happy early birthday, Mr. Parks, and thank you for 32 years of excellence!
Dual Enrollment at The Harrison Center: A Pathway for Vashon Seniors
Saint Louis Public Schools is proud to highlight an exciting opportunity for students at Vashon High School. Through a partnership with St. Louis Community College (STLCC), 14 Vashon seniors are currently enrolled in a college-level English course at The Harrison Center, allowing them to earn both high school and college credit simultaneously.
This dual enrollment initiative is designed to provide students with a head start on their college education while equipping them with the skills needed for success beyond high school. By engaging in rigorous coursework at the collegiate level, students gain valuable experience in a supportive environment that prepares them for future academic and career endeavors.
Expanding Opportunities for 2025-2026
Building on this successful collaboration, Vashon leadership, in coordination with the SLPS College and Career Readiness (CCR) department and STLCC, is working to expand programming for the 2025-2026 school year. Possible course additions currently being explored include:
- Advanced Mathematics – Strengthening analytical and problem-solving skills for students pursuing STEM careers.
- Business – Offering foundational knowledge in entrepreneurship, management, and finance.
- Cyber Security – Preparing students for careers in technology and digital security.
- Early Childhood Education – Providing insights into child development and careers in education.

Exploring Learning in 3D: SLPS Students Share Their zSpace Experience
Saint Louis Public Schools is always looking for ways to enhance student learning through innovation. With zSpace, an interactive augmented and virtual reality (AR/VR) platform, students are engaging with lessons like never before.
zSpace combines cutting-edge technology with hands-on learning, allowing students to manipulate 3D models in real-time. Whether exploring the human body in biology, designing structures in engineering, or experimenting with physics, students gain a deeper understanding of complex STEM subjects in an immersive way.
