DOWNING-A CANNON COMPANY (ANTIOCH, CA)
Scope: Install (1) 28” HDPE Brackish Water Desalination Pipeline Casing with a 14” Carrier inside, 1,000’ long and more than 80’ deep, crossing CalTrans BART system as part of the City of Antioch’s plan to stabilize their depleted water supply.
“The eagle has landed.” This is the message that Jimmy Downing, Drill Program Manager, customarily sends out at the end of a successfully scheduled pull back day – but for this project, it took more than 2 additional weeks for that message to be relayed.
Cannon’s AT100 Ditch Witch drill was used on what started out as Downing and Cannon’s biggest gamble to date for a project that was precedent setting (3 previous drill contractors refused to complete the project due to the complexity). The team faced challenges the entire time, including limited setup area for the equipment that didn’t allow for a larger rig during the pullback of 1,000’ weighing in excess of 100k lbs. excluding tooling & drill steel, theft & vandalism of the drill and work site that shut the project down for almost a week while repairs were made, a shady neighborhood location that resulted in fulltime security, environmental permit deadlines, not to mention all of the obvious challenges that come with opening up a 40” hole 80’ deep in the middle of a congested intersection in California.
Antioch’s pipeline project seemed impossible at times and ultimately resulted in a true battle of the wills between our team and the complex project conditions to complete installation after the pull head used to install the pipe broke off more than 800’ downhole and 55’ deep. Cody Morris, Drill Supervisor, jokingly said that his favorite part of the project was, ‘Friday’s, when we got to fly home.’
Jeff Fowler (Drill Operator/Foreman), along with his crew including Joel Pizzirulli (Locator), Luke McAllaster (Reclaimer Operator), and Mike Johnson (Vac Operator) worked diligently with Cody, Logan Kallwick (PM), Jimmy, Shimmick (the Prime) and the City of Antioch to problem solve the challenge of removing of the 28” hole opener still connected to the pipe 800’ downhole and pushing it out more than 150’ to the entrance pit, opening up the bore path. A custom tool was fabricated that was then threaded through the 800’ of casing already installed to cut the 28” hole opener off the HDPE from the inside and inch by inch push it out – a technique that is only whispered about in the drilling world. After successfully cutting off and pushing out the pull head, the next challenge was installing the 1,000’ of 14” carrier pipe inside the 28” casing that was now full of drill spoils from the failed pull back. After unsuccessfully trying to shoot down the 28” casing multiple times, the crew finally used slings and (3) excavators and ‘hand pushed’ the 14” pipe inside the 28” casing and at 1:00am on November 16th, more than 2 weeks later, Jimmy finally sent the message – “THE EAGLE HAS LANDED!”

Kat Garcia-Administrative Assistant
Kat and her husband had a Covid wedding in 2020 and currently live in Buckley. One of their best vacations was their anniversary vacation to a bed and breakfast in Port Angeles. It was on a cliff facing the beach and had the best food. Kat was born in Washington but grew up in San Diego, attending a fancy high school. She has 2 associate degrees in English and loves reading – typically reading 5-6 books per month. Her favorite foods are grilled cheese sandwiches and pot stickers. Kat is part of a very tattooed family but is the leader with more tattoos than all family members combined. Welcome to Cannon, Kat!
Lyndsi Greenwood-Admin Asst/Coordinator
Lyndsi is a single mom living in Edgewood with her 9-year-old daughter. She grew up in Texas and enjoys spending time with family and friends. She has an extensive history in administration and customer service, most recently for a HVAC sales company. She graduated from Green River and really enjoys Mexican food. So glad to have you part of the Cannon team, Lyndsi!
Arvin Culla-Shop Service Advisor
Arvin was born in the Philippines and immigrated to the US, living in LA, when he was 11 years old. He currently lives in Olympia with his wife of 18 years. He has 3 children; Cherry, Arianna & Jeremiah; and 9-month-old puppy, Chulo (AKA Banzai). His favorite vacation was a trip back to the Philippines to visit family he hadn’t seen in a long time. Arvin enjoys Korean food, cars, fishing, camping, and watching sports. But being the family man that he is, he mostly enjoys spending time with his family in his free time. Welcome to Team Cannon, Arvin!
Leighton Smiley-Safety Manager
Leighton has lived in Washington his whole life, currently living in Puyallup with his girlfriend of 7 years, Maile; his Dachshund, Dexter; and his cat, Kat. He has worked in the Safety and Risk field for 18 years, the last 10 of which were in commercial roofing. He has had some great vacations to Australia for 2 weeks, Mexico, and Hawaii, loves fishing and enjoys spaghetti, pasta, and seafood. Leighton is the only 4-time All-American athlete in the history of Central Washington University, where he earned a degree in Loss Control Management. It’s great to have you at Cannon, Leighton!
