Greetings and Happy New Year!

We hope the beginning of 2021 finds you staying safe and healthy and looking forward to a brighter year. As you know, this past year has been filled with many changes, not only for adults but also for our children. The pandemic has created the need to adjust so much of their daily activities, namely the inability to attend school, work in-person with their teachers, and socialize with their friends.

I am sure that this past year's events have left many of our students with questions and feelings of anxiety. I am encouraging our teachers to speak with students at age-appropriate levels about their feelings, and I encourage you to speak to and listen to your child, as well. This has been a year filled with stress and trauma. We must recognize that students need adults to help them make sense of what is going on in the world on a personal, emotional level. By modeling how to talk about issues in a civil manner, while expressing stress and frustration productively and maintaining a sense of community, we can provide students with safe spaces to express themselves and feel reassured. Our children's social-emotional health is just as important as their academic growth, and we have a plethora of resources available in TVUSD to assist. Students can speak to their teachers, counselors, social workers, and administrators; they can also utilize Care Solace https://caresolace.com/site/tvusdfamilies/. Please be sure to ask your school or contact the Student Welfare and Success Department if your child needs additional assistance during these trying times.

Despite what we have seen this past year, I am confident our staff and community will continue to stand tall as we redesign education in this valley and work to mold the lives of the more than 27,000 students we serve. The TVUSD community, like always, is moving forward while at the same time grappling with the ongoing public health crisis. As we have shared, we are anxious and ready to open our campuses to more in-person teaching and learning as soon as we are permitted to do so. The Governor’s new re-opening plan, which is awaiting approval from the legislature, would allow us to open once Riverside County achieves a five-day adjusted average case rate of 25 per 100,000 residents. The current target set by Riverside County Public Health to review our TK-5 waiver is 14 per 100,000. For your reference, you can utilize this site https://covid19.ca.gov/safer-economy/#county-status to monitor the current adjusted case rate in Riverside County. As of today, it is 107.2/100,000 residents.

We are truly blessed to have such amazing people in TVUSD, and we are grateful for everyone’s efforts to navigate this year and its many changes while providing our students with the best programs possible.

• EL hubs were initially targeted to open on January 19, 2021. This has been delayed due to current case numbers.
• As a result, all general and special education hubs are targeted to reopen no sooner than January 25, 2021.
• All reopenings are dependent upon local case rates and indicators.
• An update will be provided next week regarding all hubs' status for the week of January 25, 2021.

• TVUSD is not legally able to open - we remain in the purple tier.
• Local cases and indicators continue to increase.
• Campuses, processes, and protocols are in place to reopen.
• The Governor has issued a new plan. Districts operating within the purple tier will be allowed to re-open once their county achieves a five-day adjusted average case rate of 25 per 100,000 residents, with approval of a new COVID-19 Safety Plan.
• TVUSD will submit the COVID-19 Safety Plan to offer in-person instruction, as required by the State's new plan. The State's new plan can be reviewed here: https://www.cdph.ca.gov/Programs/CID/DCDC/CDPH%20Document%20Library/COVID-19/Consolidated_Schools_Guidance.pdf.
• The elementary waiver is awaiting county approval. However, the State's threshold of 25/100,000 will likely supersede the lower County waiver threshold process of 14/100,000.

Riverside County has updated the distribution phases of the COVID-19 vaccine. Employees working in education are now eligible to receive the vaccine. TVUSD continues to explore opportunities and advocate for expanded access to the vaccine.

TVUSD maintains a list of confirmed, reported cases for students and staff within the last 14 days. The chart is published publicly on our COVID-19 website and updated every Friday. The reason for the dashboard is to maintain transparency with our students, families, and staff regarding our case positivity rates and potential exposures. We currently have staff working from district facilities and students participating in athletic conditioning and extracurricular activities. When we return to on-campus learning, the District will continue to document case rates to determine percentages for required closures of classes, schools, departments, and the District.

TVUSD families of enrolled students are encouraged to use the process below to report COVID-19 direct exposure or a positive test. The reporting process is confidential and follows the guidelines and protocols developed by the California Department of Public Health and Riverside County Public Health. We ask that families use this process to ensure that appropriately trained staff can respond and support families. Phone and online reporting is available.

Many of our families and employees have reached out and requested information on local resources. There are currently many free testing options, including through the Riverside County Department of Public Health https://gettested.ruhealth.org/home, your healthcare provider, and many drug stores and private labs that may bill your insurance. Additionally, the City of Temecula maintains a full list of available COVID testing resources.
