Dear Communities of Capri, El Camino Creek, and Mission Estancia Elementary Schools,
We wanted to make you aware of a boundary adjustment proposal that would shift two new housing developments from Capri Elementary to El Camino Creek and Mission Estancia. The EUSD Board of Trustees recently heard a presentation from Davis Demographics. Davis Demographics is a demographer the district contracts with on an annual basis to study enrollment, growth and trends to help us adequately plan for students and facilities.
Some key general themes in the report:
Encinitas, like many districts in California, is experiencing declining enrollment. One element of this is the year-to-year trend of declining birth rates in the area.
Without any changes to boundaries, there would be vastly different sizes in schools and an inability to best utilize district resources related to staffing and facilities.
Several new housing developments are in progress and they are mostly situated in the Capri boundary.
Capri is already our largest school and would not be able to easily accommodate the new students.
Over the next 5 years, the total number of new students expected from these new developments is 325.
If there were no change in boundaries, the demographer projects El Camino Creek would shrink to 272 students and Mission Estancia would continue its decline and would have an enrollment of 276 by 2028. At the same time without changes, Capri would expand to 789 students.
To address the shifts in enrollment and new housing developments, it is recommended that EUSD make these two new housing developments “Option Areas” for El Camino Creek and Mission Estancia. This means families moving into the new developments at Fox Farms or Quail Gardens would attend El Camino Creek or Mission Estancia. Families would be asked to share a preference between the two schools.
Given the total projection of students from these new developments is 325, we know that either site could accommodate all students but the preference is to have students attending both to support the need to address the current declines at these two schools.
We will be sharing this information in two meetings held with Davis Demographics. Families are welcome to attend if you have further questions or would like to provide input.

FAQs
Would this impact my child’s enrollment or my future student’s enrollment?
No. There are no changes to the current boundary of Capri, El Camino Creek, or Mission Estancia. This just allows students from the two new housing developments to attend these schools.
Will this change class sizes at our schools?
No. We base staffing on the number of students enrolled.
Why now?
It is least disruptive to change the currently assigned school (Capri) to another (ECC and ME) before anyone buys, leases or moves into one of the new housing developments.
What is the capacity of El Camino Creek and Mission Estancia and will this make either school full or at capacity?
In 2007, El Camino Creek enrollment was 894. The current enrollment is 460. If every student decided to attend ECC from these new developments, the total enrollment is projected to be 529. El Camino Creek, strictly on classroom space and capacity, is our largest facility.
In 2007, Mission Estancia was 574, The current enrollment is 381. If every student decided to attend ME from these new developments, the total enrollment is projected to be 534.

How does this impact intradistrict transfers?
We continue to process new transfers strictly based on space availability, however, all siblings are guaranteed approval.
