EOY LPAC Guidance
- SY 20-21 English Learner Guidance – updated March 11, 2021
- Updated 2020-2021 English Learner Reclassification Criteria and Guidance – updated March 11, 2021. Please note that the English Learner reclassification allowances are only to be considered for individual students who are unable to complete the state requirements in the 2020-2021 school year.
- 2020-2021 End-of-Year (EOY) LPAC Guidance Checklist – NEW
- Pay close attention to the individual student allowances and LPAC guidance on pending TELPAS results.
- Title III funds CANNOT be used to purchase assessments for reclassification purposes.
- Reminder: The LPAC does not need approval for reclassification to non-LEP. LPAC does need parent permission for exiting of a program.

EL Summer School
Below are the options for completing the required EL Summer School for 2020-2021:
- complete the required 120 hours of instruction for EL summer school prior to the beginning of the 2021-2022 school year;
- schedule the required 120 hours of instruction for EL summer school to begin in the summer of 2021 and complete any remaining hours (supplemental to the regular school day) throughout the 2021-2022 school year; or
- schedule the 120 hours of instruction (supplemental to the regular school day) during the 2021-2022 school year.
- Reimbursements for the 2021 EL summer school program amounts will be based on teaching units with 18 students or a fraction thereof constituting a unit. Since the appropriation for this program is a fixed amount, it will be necessary to prorate unit allotments if enrollment exceeds projections. Based on 2020 program costs, it is suggested that LEAs plan for reimbursements of approximately $1,300 per unit. Business managers should be informed that the fund code is 289 and that payment to the LEA will be provided through direct deposit in the Fall of 2022.

2020 Summer School Data Collections and Reimbursement Reminders:
- For LEAs that have completed the 2020 EL summer school program requirements during the summer of 2020: Participation data was collected in PEIMS Submission 4 on Thursday, August 27, 2020. No additional data collection is required.
- For LEAs that are currently completing the 2020 EL summer school program: Participation data will be collected through PEIMS Submission 4 and is due to TEA on Thursday, August 26, 2021.
Pre-K Roundup
- LPAC process can be completed during registration.
- During registration: HLS, preLAS, score, LPAC, obtain parent permission. (Reminder: LPAC rep is optional at this time.)
Annual Program Evaluation
- The annual evaluation report shall be presented to the board of trustees before November 1 of each year, and the report shall be retained at the school district level in accordance with TEC, §29.062.
- Refer to Chapter 89 and use the list of requirements to create a board report.
- Reach out to neighboring districts/charter schools for examples.
- EL Program Implementation Rubrics can be utilized.

- LEAs spoke to activities offered to all families. Reminder: Activities must be specific to EL students and families.
- Community Engagement Requirement: Evidence of effort met in parent or family engagement instead of community engagement.
- TIII requirements are district-wide in all grade levels.
- Engagement activities should be district-wide for all grade levels.
LEAs--Not Yet Satisfied the Requirements:
Those that have not yet met the requirement will have 2nd meeting with TEA to review efforts/need additional support.
Evidence of effort must be submitted by June 1, 2021.

21-22 Annual LPAC Training
- Online modules have replaced TEA/ESC training.
- LEAs will utilize TEA's online LPAC modules to train staff.
- ESC Region 11 will offer LPAC Year-at-a-Glance for NEW and RETURNING leaders in July and August. These sessions will be a Q&A and highlight key need-to-knows. Please note that these sessions will not take the place of the online LPAC modules/annual training.
