2023-2024 Special Education Profiles Released
On December 15th, the Ohio Department of Education and Workforce released the first of three phases of the 2023-2024 Special Education Profiles for all districts and community schools. The Special Ed Profile displays the district's performance on key indicators established by the Individuals with Disabilities Education Act (IDEA) and informs the district of any required activities based on these indicators. Phase one contains indicators 1, 2, 8, 11, 12, 13, 14, 15, and Alternate Assessment. Phase two and three will be released at a later date and will contain the remaining indicators, including significant disproportionality in special education identification, placement, and discipline, enrollment data, and indicators 3, 4, 5, 6, and 7. The Special Education Profile is available through the OH│ID Portal.

Special Education Profile Support Virtual Sessions
If you are a district or school with findings identified in the 2023-2024 Special Education Profile, the State Support Team Region 1 will be providing two virtual sessions to support you. Lynn McKahan and Tara Shumaker will provide guidance and explanation on Indicators 1, 2, 11, 12, and 13. In addition to these sessions, SST1 will be providing individual support to districts with Special Ed findings. Please register for only one of the following sessions below as content will be repeated. Once you register, you will receive an email with the Zoom link.

Ohio's OELPA and Alt-OELPA Testing Window Opens Soon
The testing window for The Ohio English Language Proficiency Assessment (OELPA) and Alt-OELPA is January 29, 2024 - March 22, 2024. The Alt-OELPA is eligible to English learners with the most significant cognitive disabilities in kindergarten through high school and whose IEP team has decided the alternate assessment is appropriate.
Both tests align to Ohio’s English Language Proficiency Standards and meet the state and federal requirements for an annual assessment of English proficiency measuring listening, speaking, reading and writing. Additional information and resources.
Ohio's Alternate Assessment Update
The Every Student Succeeds Act (ESSA) requires annually each district or community school to submit a justification when it anticipates testing more than 1.0 percent of students using the Alternate Assessment for Students with Significant Cognitive Disabilities (AASCD). Starting January 2024, the Department is transitioning the District Justification and Assurances process to the Comprehensive Continuous Improvement Plan (CCIP). Justification links will no longer be emailed to Superintendents. The due date for the Spring 2024 District Justification and Assurances is April 26, 2024.
FY25 One Needs Assessment Questions & Triggers Released
The One Needs Assessment questions for FY25 have been released and are now posted on The Ohio Department of Education and Workforce website. Districts who are in ED STEPS Planning Cohort 1 will be expected to complete the One Needs Assessment and the One Plan by April 30, 2024. The ED STEPS platform which houses both the One Needs Assessment and the One Plan is expected to open in mid-January. Districts in Cohort 2 and Cohort 3 are working this year to implement and monitor their One Plan. 2024 Annual Federal Quota Registration of Blind Students
Each year the AT&AEM Center contacts districts to request participation in the annual Federal Quota Registration of Blind Students. The center is happy to announce the 2024 registration is now open. Please view the attached document from the Ohio Department of Education and Workforce for more information and instructions on how to access our secure online registration system.
