A Note from Lisa
Welcome to August and the 2021- 2022 school year! Whether you are new to your role or a returning veteran, we are excited to have you support students across Region 11 and beyond.
It was wonderful to see so many of our CTE family at the statewide summer conference. If you were unable to attend, be sure to find opportunities to collaborate with your peers. The backbone of success comes from the strength provided by working together. Last year I utilized the hashtag #StrongerTogether in all of my CTE communication, and I believe, just as much today, that it is the truth we live.
Here are items to have on your August to-do list:
- Track IBC summer completions and enter in PEIMS. IBCs earned 6/1/21 - 8/31/2021 will be extracted to TEA in Fall PEIMS submission.
- Ensure new and returning teachers have all necessary certifications and trainings. (WBL/CTE Science/CTE Math)
- Before students begin, you must have your non-discrimination statement posted and distributed. Link to statements in English and Spanish
- Review your reports for student Auto-coded for CTE by TEA. (updated 7/27/2021)
- Correct any CTE Coding errors by Summer 3 PEIMS submission.
- Review your budget based on the new Tiered Funding.
- Verify master schedule is built with correct PEIMS numbers and CTE weighted funding is appropriately turned on.
- Be sure to retain descriptions of professional development and rosters of attendees in your local documentations for any potential audit.
As we begin a new year, I am as excited as the first year I stepped into the classroom. Each year provides new friends, initiatives, challenges, and an opportunity for growth, and it feeds my lifelong learner soul. May all of you be excited to start a fresh year and be a catalyst for positive growth. You are so important to our children and our future, so thank you for the service you provide!

Career and Technical Education Programs and employment practices
The Office for Civil Rights (OCR) of the United States Department of Education requires that school districts, including open-enrollment charter schools, provide career and technical education (CTE) programs, services, and activities in accordance with the requirements of Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, and Title II of the Americans with Disabilities Act of 1990. The Texas Education Agency (TEA) has regulatory responsibilities for CTE programs in Texas public secondary schools and is required to adopt a civil rights compliance program to identify, remedy, and/or prevent discrimination in the CTE programs operated by districts.
One important requirement of the Guidelines is that, prior to the beginning of each school year, every district providing CTE programs must advise students, parents, employees, and the public that all career and technical education opportunities will be offered without regard to race, color, national origin, sex, or disability. Local newspapers, websites, or other media that reach the public may be utilized to disseminate the required notification. Information regarding this requirement can be found in Section IV-O of the Guidelines under Public Notification.

CTE Auto-coding
After feedback to TEA, they chose to re-run the reports with some updates on July 27th. Be sure to pull and review the most recent version. You have until Summer PEIMS Submission 3 (August 12th) to make corrections.
College Preparation Courses and Programs
Advanced Placement (AP)
More than 900 school districts in Texas offer one of the grade-level PSAT tests and/or the grade 11 National Merit Scholarship Qualifying Test (NMSQT). School leaders can use the results from these assessments to inform expansion of their advanced academics programs. Counselors can use students' performance data on these tests as evidence of their potential for success in order to encourage students to enroll in more rigorous courses.
- AP Potential is a free, web-based tool that allows schools to generate rosters of students who are likely to score a 3 or higher on a given AP® Exam based on their performance on the PSAT/NMSQT®, PSAT™ 8/9, PSAT™ 10, or SAT®.
- AP Potential shows moderate to strong correlations between PSAT/NMSQT® scores and AP Exam results.
- PSAT/NMSQT scores are stronger predictors of students' AP Exam scores than the more traditional factors such as high school grades and grades in same-discipline course work.
- AP Potential is designed to help district leaders increase access to AP and to ensure that no student who has the chance of succeeding in AP is overlooked. To learn how to get started visit the AP Potential page on the College Board's website.

Proposal to make earning CCMR points more difficult was developed.
2022 Accountability Development Materials. They addressed HB 773 Adds career and technical education program of study to College, Career, and Military Readiness (CCMR).
If you would like to learn about specific comments, concerns, or questions that arose during the meetings, be sure to check out the meeting summaries which will be posted in the coming weeks.
Take note that, if this proposal is implemented, it will require both a completer status in Program of Study and earning an Industry-Based Certification to gain a CCMR point. If only one is completed it = 0 CCMR points.
The 1/2 point for POS and 1/2 IBC point referenced in their presentation are for "orphaned" POS or IBC. These 1/2 points will disappear once they are cleaned up with the new WBC.
Note: This is a first attempt proposal, not ready for public comment at this time. Stay alert and be ready to provide your input on behalf of your district and students.
College Preparation Assessments
TSIA Reimbursements
The 2020-2021 Request for TSIA Reimbursement is now open. LEAs that want reimbursement for the administration of the TSIA/TSIA2 have until September 30, 2021, to complete a spreadsheet with required information and upload to Qualtrics. Please visit the reimbursement website for access to submission materials and links.

TEALearn courses do provide certificates upon successful completion!

As of July 15, 2021, the science safety course is also required.
The Canvas TEALearn courses DO produce a certificate, and there are instructions on Canvas walking teachers through how to get the certificate. Realize they have to go through every module and complete the quizzes, so if they aren’t able to see their certificate, it is probably because they aren’t finished with the course.
Once you have completed your course and met the requirements for receiving credit, you will need to access your certificate.
Follow these steps to access your certificate:
- Go to register.tealearn.com (Links to an external site.)
- Click on Login in the top right corner of the screen and log in to your account using your TEALearn credentials.
- Once you are signed in, click on your name in the upper-right corner and select Student Dashboard from the menu.
- Your Dashboard will show you a list of all the courses you are registered for and their status. To access your certificate, click Completed and find the course.
- Click on View to view your certificate or Download to download a copy to your computer.
Don't see your certificate? Check the course to make sure you have completed all the requirements.

Increased Funding
House Bill 1525 updated the state compensatory education funding allotment to include more funds for students experiencing homelessness. The change entitles school districts to multiply the basic allotment by the highest weight (0.275) for each homeless student.

There are 250 individual occupations from all career clusters. TEA needs a minimum of 15 skill validators for each occupation, and this can't be accomplished without everyone's assistance!

What certifications must a teacher have to teach a course for dual credit?
The instructor for a dual credit course is identified by the district’s college/university (IHE) partner that is granting the college credit. If a district teacher is considered for a dual credit course, the teacher’s college transcripts must be sent to the dual credit granting IHE’s human resource department for credential review and approval. The dual credit teacher candidate must meet the same requirements as IHE faculty set by the IHE’s regional accrediting association. Explore Dual Credit FAQ (texas.gov) for more details.

Why do we need this?
Teachers assigned to teach Career Preparation courses must complete the Texas Education Agency approved training as outlined in §231.271. Career Development, Grades 9-12. subsection (e):
- (e)The school district is responsible for ensuring that each teacher assigned to Career Preparation I, Career Preparation II, or Extended Career Preparation, Grades 9-12, has completed appropriate training in state and federal requirements regarding work-based learning and safety.
