A Note from Chelsea and Lisa
Hello, Region 11 CTE and CCMR!
October naturally brings a change in the falling of leaves, dropping in temperatures, and settling into the autumnal season. This October, we also anxiously await the release of A-F Accountability final updates and the changes coming to Programs of Study. Change is definitely floating on the breeze. While change provides opportunities, we know that change can create challenges as well. As we navigate these proposed changes together, what will not change is the continuation of support and services we are committed to providing to you.
We look forward to collaborating with you at the 2023 Pathways to Texas CCMR Summit, supporting CTE staff with ongoing professional learning opportunities, and providing technical assistance whenever needed. Please review the updates and opportunities shared below. There are many new offerings and opportunities for all.

October To-Do List
Ensure all student coding is correct before Snapshot!
Review the reports for your first six weeks.
Collect all Industry-Based Certification results from June 1 - August 31, 2023 (Earned/Passed/Failed) must be entered in October PEIMS submission.
Gather a completed DD Form 4 "Enlistment/Reenlistment Document-Armed Forces of the United States" for graduates who committed to the military, perhaps recognizing future heroes under Friday Night Lights. (Submit in March 2024)
Begin working on your plan for 2024 graduates who don't have CCMR earned- use CCMR Tracker and locally held data systems to evaluate.
2023-24 is a CLNA year. (Link to Guidebook) Begin creating your committee. Required committee members are listed in the guidebook.
Verify all WBL sites have been visited for the first six weeks of school.

From the 23-24 SAAH, Adopted
5.5 CTE (Contact Hour) Codes:
CTE courses approved for state-weighted funding must have a corresponding CTE code (V1, V2, or V3) based on the course service ID for attendance accounting purposes. A course service ID is used to calculate contact hours and tiered funding per the TEC, §48.106. Tiered funding is calculated based on the course service ID and the days the student was eligible, present, and enrolled in a CTE course. (See TSDS Web-Enabled Data Standards [TWEDS] for instructions on completing that record.)
To determine the CTE V-code to assign to the CTE course, LEA personnel must use the following chart.
Each CTE course must be reviewed separately to determine the average minutes per day students attend that course. To receive CTE-weighted funding, course periods must be an average of at least 45 minutes a day. LEAs that include planned early release days, pep rallies, assemblies, etc., must ensure that the average course length for the calendar year is at least 45 minutes. Days covered under 3.8.2 Closures for Bad Weather or Other Issues of Health and Safety are not part of the calculation. Three contact hours (V3) is the maximum an LEA may claim for a single course.
Note: Auditing of a CTE course (that is, attending the course but not taking it for credit) is not considered CTE participation for purposes of TSDS PEIMS reporting. A student who is auditing a CTE course and taking no other CTE courses for credit should not have CTE-eligible days present on the 42401 Special Programs Reporting Period Attendance Extension.

Upcoming PEIMS Snapshot: October 27, 2023
PEIMS Snapshot determines the accountability subset of assessment results that are used to determine campus accountability ratings. Only assessment results for those students enrolled in the same campus on both the snapshot date (the last Friday in October) and the testing date are used to determine campus performance. Please see the PEIMS Data Submission Timelines for further details.

Does the Final 2021 CCMR Outcomes Bonus use an enrollment average?
No, the 2021 Final Outcomes Bonus is based on 2021 annual graduates. Please see the Final 2021 Outcomes Bonus updated notification located on the Performance Reporting Resource webpage under Recent Communications. Only Preliminary reports use an average.
Are there timelines for the CCMR Outcomes Bonus, and when will the Preliminary 2022 Outcomes Bonus be available?
- Information regarding updates to the Foundation School Program (FSP) Summary of Finances (SOF) report is available in the State Funding Data Elements, Sources, and Timelines document located on the State Funding website.
- The Preliminary 2022 CCMR Outcomes Bonus report will be available in February/March 2024.
State Board of Education Rules
The following Texas Administrative Code (TAC) rule action was filed with the Texas Register for publication in the September 1, 2023 issue:
Summary: The new section establishes a set of standards to be embedded within each career and technical education principles course. The new section was adopted with changes since published as proposed.

To the Administrator Addressed (TAA): Delay in 2023 A-F Academic Accountability Ratings
Tuesday, September 12, 2023, the agency released a To The Administrator Addressed Correspondence to inform local educational agencies (LEAs) about a delay in the issuance of the final rule for the accountability manual and a delay in the issuance of 2023 A–F Accountability Ratings. The agency will conduct analyses of 2022-23 statewide growth data and the growth data for the 2018-19 and 2021-22 school years used to inform cut scores in Domain 2a-Academic Growth and Domain 3-Closing the Gaps.
The TAA also included a summary of the only other changes being made for the final rule — incorporating changes to AEA STAAR methodology, the Student Achievement: STAAR Only component of Domain 3, the English Language Proficiency component of Domain 3, and school improvement identification.
Texas Accountability Advisory Group (TAAG) and ESC Advisory Group (EAG) Meetings held September 19 and 20, 2023
The objective of these meetings was to share the recent TAA announcement (see below), recall previous conversations about the A—F refresh, review 2023 growth data, and gather Advisory Group feedback on potential changes to the 2023 Academic Growth (D2A) and Closing the Gaps (D3) cut points and targets. The next steps are to finalize the targets and cut points, incorporate these changes into the Final 2023 Accountability Manual, submit the manual to adopt into the rule, and announce the A—F release dates with at least two weeks of notice.

Submitting IBCs
Reminders
- You are required to submit all IBC exams taken, passed, earned, and failed.
- Some IBCs require no second step to earn and can be entered as earned with the documented passing of an exam (held locally). Others require additional steps such as fingerprinting, background checks, submitted applications, etc. Be sure to know the difference!
- Each student can earn multiple IBCs, but the district can only be reimbursed for one over their entire high school career. (Have a process to manage this in case you are ever audited; the system does not alert you if a student has already been tagged for reimbursement.)
- A district can be reimbursed for a passed or earned exam but not for a failed one.
- Entering the cost in your student information system is necessary to gain reimbursement. Each SIS looks a little different; be sure to clearly know what is required! (Once the window for submission closes, there is no opportunity to correct for reimbursement or accountability.)

Walk in the Shoes of an Industry Professional
Through a three-day job shadowing experience, teachers gain valuable information on current workplace practices, requirements, tools, trends, skills, and opportunities.
Participating teachers will be matched with an industry partner and will receive a stipend upon successful completion of the requirements, which include:
- Submitting a timesheet documenting three days of completed on-site time (shifts may vary).
- Developing and submitting a completed lesson plan demonstrating what was learned.
Free Resource for Dollars and Sense
Lemoney Learning is looking to work with educators teaching the "Dollars and Sense" course this spring.
Lemoney Learning is a free platform based in Texas that supports Business, Personal Financial Literacy, and Economics standards to improve student outcomes.
They are launching new course materials for Dollars and Sense this spring and are looking to work with educators as they roll the course out.
Lemoney Learning offers a free, out-of-the-box solution built exclusively around TEKS with instructional materials, pacing guides, classroom activities, a video library, assessments, professional development, and supplemental digital learning aid for students.

This free webinar explores key changes coming to the 2024-25 FAFSA form, which will be available in December 2023. To understand how the Better FAFSA will impact students and families, we’re closely following FAFSA simplification developments. Topics will include:

- The new process for transferring federal tax information into the FAFSA
- The shift from EFC to Student Aid Index (SAI).

Scope of Grant:
The purpose of the Camp Code program is to foster an interest in coding-related careers and increase the exposure of Texas middle school students to coding and programming through hands-on experiences in summer camps that include challenging and innovative concepts and experiences in learning, problem-solving, and analytical skills.
The eligible population to be served under this Grant Award consists of individuals who:
- Are Texas middle school students, whether they attend Texas public or private schools, or are home-schooled in Texas, and
- have completed the fifth grade by the first day of camp but have not yet completed the eighth grade by the last day of camp.
An Eligible Applicant under this RFA is:
- Texas Schools, whether they are public or private, Texas schools on military bases, and Texas home school organizations that serve students in grades six (6) through eight (8);
- a nonprofit organization that serves Texas students in grades six (6) through eight (8);
- a general academic teaching institution in Texas, as defined by Texas Education Code § 61.003(3), that offers baccalaureate degree programs in engineering or engineering technology that is accredited by the Accreditation Board for Engineering and Technology or offer baccalaureate degree programs in computer science;
- an agency of higher education in Texas as defined by Texas Education Code § 61.003(6); Page 22 TWC RFA 32024-00037 Version 2.0
- an institution of higher education in Texas as defined by Texas Education Code § 61.003(8); or

This data is arranged by region and contains relevant labor market information to help understand which jobs are most likely to be available and well-compensated.
Understanding how CTE programs align with meaningful employment opportunities can assist school districts in making informed decisions about high-wage, in-demand occupations to justify the creation of new Career Technical Education (CTE) programs and to guide program design.
