Emergency Planning for Learners with Disabilities: A History of the RSOI Discussions
2018-19
- PLT member Camille Robinson led a focus group discussion at the annual TIES Conference April 5, 2019 in the format of *What is Going Well?, *What are the barriers? and *How can RSOI support the needs? Click for a summary of the discussion points
- Suggestions for RSOI support:
- Create a form similar to PEEP (Personal Emergency Evacuation Plan)
- Statewide protocols/guidance for evacuation, lockdowns and lock outs
- Video resource as training for educators
- Statewide recommendations for schools on evacuation plans/access/training
- Trainings on evacuation drills for students with Orthopedic Impairment and other disabilities
- Widen focus beyond learners with OI: I'd be very interested in additional guidance regarding procedures that address needs specific to low incidence disabilities, helping schools ensure preparedness for children with complex motor needs (OI) as well as those who are blind/visually impaired, deaf/hard of hearing, or who have an autism spectrum disorder.

- 1/8/2020-Lori Scott, Maryland School Health Consultant & Emergency Planning Advocate delivered Emergency Evacuation Planning for Students with Disabilities via the ECHO TIES virtual network. A Partnership with South Coast ESD
Following are the SCESD resource requests RSOI is currently supporting:
2019-20
1) RSOI added scenarios and an overview of considerations for persons with disabilities to the current ODE training presentation. Discussion of potential barriers to physical, procedural and/or communication that could impede the student's ability to respond in emergency situations is introduced. Goal: Don't overwhelm with too many resources. Begin with a broad overview. Additional resources may be introduced, as appropriate. Click to access the current version of these slides.
2) As an IEP modification to special factors is being considered, such as "Does the student require accommodations for physical, procedural or communication barriers in individual emergency planning?" Beyond yes and no answers, a PEEP, Personalized Emergency Evacuation Plan is being proposed. The actual name of this sample template is a point of discussion. This DRAFT could be used on the individual level. On a statewide level, training could include many stakeholders to the existence of the PEEP and the information it contains that should be available in emergencies.
