School Budget 2023-24
A Message from the Superintendent
Dear Clarkstown Central School District Families and Staff,
On Tuesday, May 16, voters will be asked to approve the 2023-24 Clarkstown Central School District budget. The proposed spending plan is carefully crafted to meet the educational needs of our children while balancing the costs with our community’s ability to support it.
The proposed $244 million budget will result in a tax levy increase of 2%, which is less than the New York State tax cap threshold as calculated for CCSD. The budget proposal includes a capital improvement proposition that will not have a property tax levy impact — the proposition will use funding from our capital reserve budget.
In creating the budget, all curriculum and student supports that are important to providing a high-quality education were considered. The Board of Education and administration have spent months working cooperatively to develop a prudent fiscal plan that:
Preserves and expands current programming — including staffing previously paid for by federal grant funds
Provides additional social and emotional learning supports
Supports additional services for students with special needs
Enhances supports for English Language Learners
Increases the number of seats available for Rockland BOCES Career and Technical Education Center (CTEC) and Hudson Valley Pathways in Technology Early College High School (P-TECH) programs
Provides necessary funding for roof replacement at Bardonia Elementary School, exterior upgrades to the Felix V. Festa Middle School and Clarkstown High School North and the purchase of school buses
Moving forward, the Clarkstown Central School District is committed to developing innovations and programming — meaningful learning opportunities — that will narrow opportunity gaps, whether academic or social-emotional.
In addition to the budget proposition, voters will be asked to elect two members to the Board of Education to each fill a three-year term.

SOCIAL-EMOTIONAL LEARNING
- Prioritizes mental health and first aid training for staff and students
- Expansion of our RULER program
- Adds additional psychologists, Student Assistance Counselors (SACs) and other supports in schools
CURRICULUM
- Invest in a new K-8 mathematics program
- Increase the number of seats available in the Rockland BOCES CTEC and P-TECH programs
- Enhance supports for English Language Learners
- Add additional supports for students with special needs
