Chapter 49 Updates
2023 Comp Plans that will be due need to have the language of all three competencies (Structured Literacy, CR-SE, and professional Ethics) will need to be in the professional development plans and induction plans (including two years for induction) for professional ethics, structured literacy, and CR-SE.
- Structured Literacy training coming January 2023. PDE's training will be 10 Hours (not mandatory to use this training, nor is it mandatory to have a set number of hours). 23-24 SY is when Structured Literacy BEGINS (this language is new). It needs to be rolled out and in Comp Plans with trainings provided within the 3 years of the current Comp Plan starting 23-24.
- If you have had trainings in the competencies outlined, and they were included in your Comprehensive Plan, you can count them toward the Structured Literacy requirements.
The new Structured Literacy (SL) Framework Guidelines
Language is being written to approve Induction mentors to receive Act 48 (up to 15 hours/45 hours per cycle).

PVAAS
FYI: Scores were taken down temporarily by PDE, but have now been restored.
Roster verification is a process used to provide PVAAS teacher-specific reporting based on accurate data. This process is for teachers and administrators to document and verify that each student is linked accurately to one or more teachers – for the correct state assessment(s) and the appropriate proportion of instructional responsibility.
Three separate webinars will be offered in winter and spring 2023 for focused learning and support of the different parts of roster verification. Registration links can be found on the PDE PVAAS roster verification page. Starting December 15!
Looking at Recovery Data in PVAAS
There is a free e-resource available to LEAs and schools that explains how to explore the impact of unfinished teaching and learning as well as recovery trends within the PVAAS web application. This e-resource goes through key reports, step-by-step instructions to view them, and guiding questions to consider when looking at the data.
Act 13 Reminders
LEA selected measures required for all professional classroom teachers (no n count)
IEP goals progress measure is required for all professional classroom teachers if n count is met
LEA selected measure = student performance measure. Wording can be confusing.
Building Level Scores
Email from PDE to Superintendents on November 3rd:
I’m pleased to inform you that building-level scores are posted on the PDE website:
You can find a detailed explanation of the current calculation method in the Act 13 toolkit:
We’ve posted the overall building scores so that they can be used in evaluation templates as soon as needed. We’ll update the site to include the component values that contribute to the overall scores when the Future Ready PA Index goes live to the public. Please feel free to contact me directly with questions.

December Science Liaison Network Update
At the December Science Liaison session, we had 25 science teachers gather to participate in an exciting day of sharing and collaboration. The enthusiasm was contagious as conversations about science topics pre-k to 12 were had. We had the opportunity to review phenomena-based, 3-dimensional teaching and learning and to dig into the STEELS Hub.
We are looking forward to our next sessions on January 12th and March 29th.
Some wonderful quotes from participants: "Feeling a part of a group and getting a chance to view the standards with others to hear their thoughts was so valuable" and "Being able to discuss these topics with fellow teachers from around the area."
