Tracking of 2023-24 Native Education Bills
For Week Ending February 9, 2024
We want to inform you of updates to the following bills, which are among many that are being tracked by the Office of Native Education (ONE) at the Office of Superintendent of Public Instruction (OSPI). Click each link to go directly to the Washington State Legislature to see the status of each bill.
HB 1228 Building a multilingual, multiliterate Washington through dual and tribal language education.
Feb 5 Unanimously voted out of the House Committee on Appropriations and sent to the Rules Committee.
Feb 8 Added to the House Floor calendar by the Rules Committee – House has to bring it to a Floor Vote where the whole House of Representatives will vote on whether or not to pass it out and send it to the Senate.
HB 1332 Supporting public school instruction in tribal sovereignty and federally recognized Indian tribes.
Feb 14 Scheduled for public hearing in the Senate Committee on Early Learning & K-12 Education at 10:30 AM.
HB 1956 Addressing fentanyl and other substance use prevention education.

Feb 7 Voted on and passed by the House of Representatives and sent over to the Senate.

HB 2236 Expanding and strengthening career and technical education core plus programs.
Feb 3 Passed by the House Committee on Appropriations and sent to the Rules Committee.
HB 2037 Concerning Holocaust and genocide education in public schools.
Jan 29 Passed by the House Committee on Education and sent to the Rules Committee.

Updates from OSPI
HB 1879 – adding John McCoy (lulilaš) to the Since Time Immemorial curriculum. This bill was passed with unanimous support from the House Education Committee. Please follow this link to watch hearing testimonies and vote. House Education - TVW
SHB 1228 - Is being reintroduced from last session, regarding “building a multilingual, multiliterate Washington through dual and tribal language education”.
This bill touches on:
- Defining “Tribal Language”
- Tribal Language grants and support offered by ONE through OSPI
- Stipends for multilingual educators
- The Seal of Biliteracy
Scheduled hearing is Monday Jan. 22nd at 1:30. (House Education - TVW)

Native American Education Program Home/School Liaison

This role is at various school locations. It is approximately 20 hours per month-flexible schedule to meet the goals of the current grant. General Description The Native American Education Home/School Liaison will receive direction from the Special Programs Director and/or designee on special requirements needed to achieve program goals. Liaisons will work under the direct supervision of the Special Programs Director in the daily performance of their assigned duties. To meet the culturally relevant academic needs of Native American/Alaskan Native students. To connect Native American/Alaskan Native students and families to resources that will enable the student to succeed in schools. Reports to and evaluated by: Special Programs Director or Designee
RESPONSIBILITIES
• Help student, parents, and staff to meet the students’ needs in the areas of academic achievement, attendance, graduation and social behavior.
• Provide support to students, including Native student small groups and support towards assignment completion/graduation requirements.
• Monitor and report academic achievement, attendance, and social behavior to program and parents.
• Promote parent involvement and connect families with Native American resources to assist in support of the student’s success.
• Serve as a resource in sharing cultural awareness for staff and students. Work collaboratively with teaching and learning teams to develop culturally-relevant activities, assisting in the presentation of these activities. • Assist with the annual Title VI grant application and maintain records on Title VI students and objectives.
• Prepare presentations and communicate to the Native American/Alaskan Native Parent Advisory Committee
• Attend additional training or meetings as required.
• Maintain a high-level of confidentiality considering student and family information within our school system and greater community
• Perform other related duties as assigned.
QUALIFICATIONS
• Knowledge and experience with secondary education.
• Must have a diploma or, if GED, must be working toward adult diploma.
• Must have ability to work well with students, parents, and school/district staff members.
• Ability to assume responsibility and carry out assignments in a dependable way and timely manner. Job Description Native American Education Program Home/School Liaison Page 2
• Ability to keep accurate records. • Ability to serve as a resource for cultural awareness and assist in the presentation of cultural activities.
• Experience and familiarity with Native American cultures preferred.
• Must have computer skills or willingness to learn.
• Must meet competency tests in reading, writing, and math through testing.

I hope this message finds you all well! I am reaching out to share a friendly reminder of our upcoming Healthy Youth Survey Revision Listening Session #2. Our listening session #1 was held last Thursday, Feb 15 and was very successful. We hope to get even more participation and feedback this meeting.
This Session #2 is focused on the following topics:
- Demographics
- Disability
- Bullying
- Mental Health
Please forward to anyone interested in participating in this review. Our goal is to have feedback from Tribal and Urban Indian Health representatives, Tribal school/education leaders, Tribal Public Health, Tribal Epidemiology Centers, Tribal consortia (AIHC/PAIHB/NWIHB), Tribal college IRB/Tribal IRB, Tribal higher education reps, Tribal community members, etc.
