Congratulations to the South Middle School Girls and Boys, and Thomas Middle School Girls and Boys Cross Country Teams that participated at the State Cross Country meet. Thank you to their Coaches, Dave Frintner, Kim Radzak, and Sophia Vassos from South Middle School, and Becky Fahnoe, Joe Kim, and Todd Slowinski from Thomas Middle School.

VETERANS DAY IN DISTRICT 25 | NOVEMBER 11, 2021
District 25 tries to be in attendance every year on Veterans Day so that our students and staff can engage in activities and learnings that honor our Veterans. The video below was shown at the meeting.

4. PUBLIC COMMENT
Community members addressed the Board during this public comment portion of the meeting. According to Board Policy, public comment is heard for 30 minutes at Board of Education meetings. At this meeting, the public comments begin at the 32:16 mark of the meeting and can be viewed by clicking here.
Public comments were also submitted via an online Google form prior to the meeting. Submitted public comments were read aloud at the meeting until the 30 minute mark was reached.

5. CONSENT AGENDA
MOTION: APPROVED
The Board of Education approved the items on the Consent Agenda as follows: (A) Personnel Report and Addendum to Personnel Report; (B) Invoices; (C) Public Hearing Meeting minutes on the Waiver of Administrative Cost Cap of October 7, 2021; (D) Regular and Closed Session Meeting minutes of October 7, 2021; (E) Closed Special Session Meeting minutes of October 12, 2021
With the approval of the personnel report within the consent agenda, was the approval of the hiring of the new Director of Food Services, Sandy Voss who will be replacing District 25's retiring Director of Food Services, Coletta Hines-Newell.

FALL ASSESSMENT REPORT
Students in District 25 participated in four different assessments in 2021:
Fall 2021:
- Kindergarten Individual Development Survey (KIDS) | K
- Formative Assessment System for Teachers (FastBridge) | Targeted to K-8
- Fountas & Pinnell Benchmark Assessment System | 1-5
- NWEA Measures of Academic Progress (MAP) | K-8
Spring 2021:
- Illinois Assessment of Readiness (IAR) | 3-8
The District 25 Assessment Update Fall 2021 provided an analysis of performance data from the IAR and MAP. Additionally, teachers gave an overview of two new supplemental instructional programs, Literacy Footprints and Building Fact Fluency Toolkit, purchased using Elementary and Secondary School Emergency Relief (ESSER) funds and designed to accelerate student growth. A video showing the impact of one of the Supplemental Instructional Programs is featured below.

PRESENTATION OF THE 2021 TAX LEVY
Adopting a levy on an annual basis is one of the major functions of our Board of Education. Revenues from local property taxes generate approximately 83% of all revenues for this School District.

Amendment to the COVID-19 Testing Support Agreement with the Board of Trustee of the University of Illinois
The Board voted in favor of amending the agreement with the Board of Trustee of the University of Illinois to change the termination date of SHIELD testing from December 31, 2021 to June 30, 2022.

The Five-Year plan was presented to the Board at this meeting with the final recommendation for 2022 projects being presented at a future Board meeting for approval. ComEd, Nicor and other grants related to these projects will also be applied for, if it is determined they are eligible for full or partial reimbursement.

STAFFING UPDATE
The Arlington Heights School District 25 Board of Education in collaboration with the Assistant Superintendent for Personnel & Planning work collaboratively with the building administration and the Arlington Teachers’ Association to attract and hire high-quality staff to work in Arlington Heights School District 25.
This presentation showed a comparison of the positions that have been hired for the 2021 - 2022 school year and the current positions that remain vacant.

Memorandum Of Understanding November 11, 2021
On October 22, 2021, a letter was sent from Dr. Carmen I. Ayala, State Superintendent of Education, regarding the support for “flexibility for teacher evaluations that we provided last year”.
The recommendation to the Board of Education was to use the language bargained in the Memorandum of Understanding from the 2020-2021 school year to our current Memorandum of Understanding with minor edits from the Teacher Evaluation section.

FREEDOM OF INFORMATION ACT REPORT
Superintendent, Dr. Lori Bein, updated the Board on some Freedom of Information Act (FOIA) requests from the public. Those include:
- Karen Wolff requested SHIELD contract information, which was provided on October 11, 2021.
- Ewa Wojcik requested information regarding funding in regard to mask mandates and grant applications, which was provided on October 12, 2021.
- Katherine Smyser, NBC Universal, requested unclaimed fund information, which was provided on October 13, 2021.
Bernadette Soto, Chicago Regional Council of Carpenters, requested construction contracts, which were provided on November 2, 2021.

LETTER FROM THE BOARD
The Board of Education decided to table this item until the full Board of Education could be present.
In a previous Board of Education meeting, Board members mentioned an interest in crafting a letter to the Governor's office, Illinois Department of Public Health (IDPH), and/or the Illinois State Board of Education (ISBE). The intent of the letter would be to describe the challenges District 25 has faced during the pandemic, including in response to the related Executive Orders.

SEVERAL MOTIONS WERE MADE
IASB 2021 Resolutions
Each year at the Joint Annual Conference, there is an Illinois Association of School Board (IASB) Delegate Assembly. The District 25 Delegate this year is Anisha Ismail Patel. At the Delegate Assembly, Anisha will vote on behalf of the District 25 Board of Education on 16 proposed/new resolutions, 1 amended resolution, 4 position statements, 1 new belief statement, and 1 amended belief statement. Voting will happen electronically for the first time in IASB's history.
During this portion of the meeting, the Board discussed and then motioned on the 23 items instructing Delegate Patel how to vote on behalf of District 25's Board of Education.
