On April 19, the North Rockland Central School District Board of Education approved a $253 million spending plan that enhances current programs and services and increases efforts to support the social and emotional health of our students.
The 2022-23 proposed budget ensures a 0% tax levy increase for a third consecutive year— remaining well below New York State’s property tax cap of 2%. Always mindful of the long-term interest of our school community, our fiscal plan does not include a tax increase for residents.
The 2022-23 NRCSD proposed $253,025,692 budget provides:
• Increased mental health and counseling supports
• New electives
• Movement toward a “Integrated Co-Teach Model” for special education
• Year one of our Dual Language Program
• Increase extra-curricular offerings
• Specialized support programs
• Additional field trips
• Addition of two school resource officers - for NRHS and FMS
• Implementation of work study program
The District has allocated $10 million in the 2022-23 budget to the capital line for a variety of facility improvements - without an additional cost to taxpayers while receiving state aid returns. Planned improvements include: HVAC upgrades at Farley Elementary School, roof replacement at Willow Grove Elementary School, electrical upgrades at Haverstraw Elementary School and district-wide maintenance and security upgrades.

- Steered Straight
On Monday, April 25, NRHS will welcome Mr. Michael DeLeon for an assembly program and community forum titled “Steered Straight.” Mr. DeLeon will discuss the dangers of drug use/abuse and inform his audiences about healthy lifestyle choices. During the day, 9th and 10th graders will attend assemblies. Then, at 6 PM, Mr. DeLeon will facilitate a community forum in the NRHS Auditorium. Immunizations Information
Important reminder for the 2022/2023 school year. It is never too early to think ahead about what your child will need for the following school year, including immunizations.
The North Rockland Central School District maintains strict compliance with New York State Immunization laws. New York State Public Health Law, Section 2164 requires that schools will not permit a child to attend school unless the parent provides the school with a certificate of immunization or proof from a physician, nurse practitioner or physician's assistant that the child is in the process of receiving the required immunizations. NR Pledges to Support Health!
County Executive Ed Day was joined by RCDOH Commissioner Dr. Patricia Schnabel Ruppert and NRCSD's Superintendent Dr. Kris Felicello to sign a resolution approving $320,000 in funding from the NYSDOH for the Creating Healthy Schools and Communities Program (CHSC).
The goal of the CHSC Program is to improve policies, practices and environments for physical activity and nutrition in K – 12 schools and at the district level. The County Department of Health and North Rockland School District will use funds for work including: conducting assessments and evaluations, creating and implementing action plans, providing professional development opportunities, purchasing related materials and working collaboratively with other CHSC subcontractors.
Stephane Matteau Makes It Happen for NR Students!
Stéphane sat down for sessions with our fourth graders in their classrooms on how they could “Make It Happen!” through volunteer led read alouds and discussions of his book. He shared his life story from early childhood, growing up in Montreal Canada, to achieving worldwide fame after scoring a winning goal that helped the New York Rangers win the Stanley Cup.
Students were quite surprised to learn that despite his strength, success and amazing athleticism, Stéphane had suffered from anxieties, fears, and even ruthless bullying. He showed learners how they could overcome their fears to score their own goals in life.
Our kids were able to relate to him as he spoke on a personal level when sharing stories of ways or strategies he used to overcome social and emotional hardships, obstacles, and build confidence as a child as well as an adult. Stéphane explained he now works everyday to inspire children who are dealing with depression or have been bullied like he was.
The District has booked sessions with Matteau for all our upper elementary schoolers happening now through June as part of our anti-bullying campaign and community building events initiative. Community Clean Ups Kick Off

We work together to keep our community clean!
This spring the District has more community clean up events planned than ever. The first of which was hosted at Stony Point Elementary Organized by their Green Team!
As part of the Earth Day Celebration grades K-3 all wore green or blue and cleaned up around their school and neighborhood.
"The clean up helped teach the kids about reducing our carbon footprint, appreciating everything the earth gives us and taking steps towards protecting the environment." explained SPE Principal Rebecca Mizrahi.

District Spotlight: Jelien Rivera 💪🏼🎗♥️
West Haverstraw Elementary kindergartener and childhood cancer survivor, Jelien Rivera, has been working closely with classmates, teachers and her Girl Scout Troop for a very special cause. NR Strong she fundraised and collected 230 boxes of cookies this spring to be donated to the Maria Fareri Children’s Hospital. She said she came up with the plan after learning about the impact of kindness and deciding to give back. Jelien is no stranger to inspiring the community with her causes. She wrote to Dr. Kris Felicello and inspired him to create a “Go Gold” Day districtwide this past fall that raised much awareness for childhood cancer. She was even honored by the Town of Havertstraw Supervisor Howard T. Phillips Jr. for her extraordinary efforts regarding Going Gold! Next Jelien is participating in the Relay for life for the American Cancer Society to raise funds for childhood cancer research. The event for Rockland County is happening June 11th in Pearl River. We need everyone to help through Gold Together! This is not just in Honor of Jelien but all survivors, fighters and the ones who left us too soon. Any donation is greatly appreciated!
A parade fit for the State Champions!
The NR Athletics Department Championship Parade yesterday stopped by all our upper and lower elementary school buildings, where our youngest learners were able to celebrate NR Strong and NR Together with the Girls and Boys Bowling and Cheerleading Teams! If you heard the sirens blaring and red and white lights flashing it was all for our Red Raiders! We could not be more proud of these student athletes. Special thanks to the Stony Point Police Department, Haverstraw Police Department, Wayne Hose Company #1 Stony Point Fire Dept and Relief Hose Co. No. 3 for assisting us with the parade! Three state titles?! Only in NR!
Concluding yesterday's parade our student-athletes and coaches were honored in a special ceremony at NRHS. County Executive Ed Day, Senator James Skoufis, Stony Point Town Supervisor Jim Monaghan, Haverstraw Town Supervisor Howard T. Phillips Jr, Village of Haverstraw Mayor Michael Kohut, Village of West Haverstraw Mayor Robert D’Amelio, Rockland County legislator Douglas Jobson as well as other officials joined North Rockland Superintendent Dr. Kris Felicello and Athletic Director Joe Casarella to present the State Championship trophies to our Boys and Girls Bowling and Cheerleading Teams. Almost everyone who presented or spoke of the great pride these teams have brought to our community are North Rockland graduates themselves. It was an unforgettable afternoon in the auditorium of the home of the Red Raiders! Congratulations goes out once again to our State Champions! More photos linked here.
North Rockland Sport Day Returns this Spring!
After a two year hiatus due to COVID-19 restrictions, NRCSD is proud to announce Sports Day is officially returning this spring!
Hosted at North Rockland High School on April 30, the event will be kicking off at 10am in front of Cordisco Stadium. The day is completely free for all North Rockland students and their loved ones with the first 250 families that sign up through the link below receiving a complimentary Red Raider swag bag! (So be sure to sign up ASAP!) The fun filled event featuring a wide variety of sports activities via specialized stations for adults and kids of all ages will be raising money and awareness for Stand Up To Cancer, Friends of Karen, the Boomer Esiason Foundation and the North Rockland Community.
