Community Update
April 22, 2022
Hello North Rockland Families,
Welcome back!
In North Rockland, we’ve returned from Spring Recess and are “thinking forward” to June! Jam-packed with classroom activities, guest speakers, community clean-ups and even championship parades, this week was an indicator of just how busy May and June are shaping up. (For a sneak peek at additional springtime events in our schools, read on!)
Thanks to everyone who participated in our Parent-Teacher Conferences and attended our Community Building sessions. Through our collaborative efforts, we have successfully created a more nurturing, understanding and safe learning environment that addresses the physical, emotional and social development of our students.
The District this week kicked off the first of our Make It Happen sessions for all learners grades 4-6 through June with Hockey Star and Activist Stéphane Matteau. While we reflect on how the last two years have changed our lives, we are also looking at what we need to move forward in a healthy and mindful way. Our anti-bullying/safe social media campaigns help provide a positive path forward. The upcoming dates for Matteau’s session are outlined below under important information as well as upcoming parent nights.
As May approaches, we are just over three weeks away from the 2022-23 School Budget Vote and Board Elections on May 17, 2022. The 2022-23 proposed budget ensures a 0% tax levy increase for a third consecutive year— remaining well below New York State’s property tax cap of 2%. Always mindful of the long-term interest of our school community, our fiscal plan does not include a tax levy increase for residents. Please remind your family, friends and neighbors to vote!
In closing, I’d like to recognize our incredible NRHS Drama Society for its wonderful production of the Wizard of Oz as well as the Cheerleading, and Boys and Girls Bowling State Champions that we celebrated NR Together and NR Strong with the entire community yesterday. Congratulations on your incredible achievements Red Raiders!

District Highlights
Board of Education Spotlight - Richard Fernandez
We sat down for a Q & A with North Rockland Board of Education President Richard Fernandez to talk about his passion for education and his community!
Q: What do you admire most about the North Rockland Central School District?
"North Rockland offers its students many high-quality learning opportunities and an array of extracurricular activities/programs." explained the BOE President. "Our remarkable students, professional staff, and a strong commitment to making NR the best it can be are what I admire most. We never get comfortable with past successes and continually seek to improve our district."
Q: What inspired you most about the community before and during the pandemic?
"Historically, the NR Community has been a strong and giving community, and the pandemic highlighted this. Moreover, every day, there seemed to be new guidelines and mandates frustrating many, but our community united to make it work, setting us apart from other communities. NR PROUD!!!!!" Fernandez said proudly!
Richard Fernandez was first elected to the North Rockland Board in 2013 and currently serves as President. In addition to serving on our Board of Education, Rich - a retired New York City Police Sergeant of 24 years - also serves on the BRIDGES of Rockland Board of Trustees and is a member of the Rockland County Hispanic Law Enforcement Organization, the Rockland Road Runners, the North Rockland Community Day Race Committee and other various charitable events committees. Thank you for your dedication!
NR Pledges to Support Health!
County Executive Ed Day was joined by RCDOH Commissioner Dr. Patricia Schnabel Ruppert and NRCSD's Superintendent Dr. Kris Felicello to sign a resolution approving $320,000 in funding from the NYSDOH for the Creating Healthy Schools and Communities Program (CHSC).
The goal of the CHSC Program is to improve policies, practices and environments for physical activity and nutrition in K – 12 schools and at the district level. The County Department of Health and North Rockland School District will use funds for work including: conducting assessments and evaluations, creating and implementing action plans, providing professional development opportunities, purchasing related materials and working collaboratively with other CHSC subcontractors.
Stephane Matteau Makes It Happen for NR Students!
Stéphane sat down for sessions with our fourth graders in their classrooms on how they could “Make It Happen!” through volunteer led read alouds and discussions of his book. He shared his life story from early childhood, growing up in Montreal Canada, to achieving worldwide fame after scoring a winning goal that helped the New York Rangers win the Stanley Cup.
Students were quite surprised to learn that despite his strength, success and amazing athleticism, Stéphane had suffered from anxieties, fears, and even ruthless bullying. He showed learners how they could overcome their fears to score their own goals in life.
Our kids were able to relate to him as he spoke on a personal level when sharing stories of ways or strategies he used to overcome social and emotional hardships, obstacles, and build confidence as a child as well as an adult. Stéphane explained he now works everyday to inspire children who are dealing with depression or have been bullied like he was.
The District has booked sessions with Matteau for all our upper elementary schoolers happening now through June as part of our anti-bullying campaign and community building events initiative. Special thanks goes out to NR's Diane Serrano for coordinating the visits for our schools! More photos linked here.
Community Clean Ups Kick Off
What makes NRCSD Green?
We work together to keep our community clean!
This spring the District has more community clean up events planned than ever. The first of which was hosted at Stony Point Elementary Organized by their Green Team!
As part of the Earth Day Celebration grades K-3 all wore green or blue and cleaned up around their school and neighborhood.
"The clean up helped teach the kids about reducing our carbon footprint, appreciating everything the earth gives us and taking steps towards protecting the environment." explained SPE Principal Rebecca Mizrahi.
Special thanks goes out to Green Team Leaders, Kelly Rose and Carolyn Reide for coordinating the event NR Strong and NR Together! More photos linked here.
District Spotlight: Jelien Rivera 💪🏼🎗♥️
West Haverstraw Elementary kindergartener and childhood cancer survivor, Jelien Rivera, has been working closely with classmates, teachers and her Girl Scout Troop for a very special cause. NR Strong she fundraised and collected 230 boxes of cookies this spring to be donated to the Maria Fareri Children’s Hospital. She said she came up with the plan after learning about the impact of kindness and deciding to give back. Jelien is no stranger to inspiring the community with her causes. She wrote to Dr. Kris Felicello and inspired him to create a “Go Gold” Day districtwide this past fall that raised much awareness for childhood cancer. She was even honored by the Town of Havertstraw Supervisor Howard T. Phillips Jr. for her extraordinary efforts regarding Going Gold! Next Jelien is participating in the Relay for life for the American Cancer Society to raise funds for childhood cancer research. The event for Rockland County is happening June 11th in Pearl River. We need everyone to help through Gold Together! This is not just in Honor of Jelien but all survivors, fighters and the ones who left us too soon. Any donation is greatly appreciated!
NR Athletics
A parade fit for the State Champions!
The NR Athletics Department Championship Parade yesterday stopped by all our upper and lower elementary school buildings, where our youngest learners were able to celebrate NR Strong and NR Together with the Girls and Boys Bowling and Cheerleading Teams! If you heard the sirens blaring and red and white lights flashing it was all for our Red Raiders! We could not be more proud of these student athletes. Special thanks to the Stony Point Police Department, Haverstraw Police Department, Wayne Hose Company #1 Stony Point Fire Dept and Relief Hose Co. No. 3 for assisting us with the parade! More photos linked here.
Three state titles?! Only in NR!
Concluding yesterday's parade our student-athletes and coaches were honored in a special ceremony at NRHS. County Executive Ed Day, Senator James Skoufis, Stony Point Town Supervisor Jim Monaghan, Haverstraw Town Supervisor Howard T. Phillips Jr, Village of Haverstraw Mayor Michael Kohut, Village of West Haverstraw Mayor Robert D’Amelio, Rockland County legislator Douglas Jobson as well as other officials joined North Rockland Superintendent Dr. Kris Felicello and Athletic Director Joe Casarella to present the State Championship trophies to our Boys and Girls Bowling and Cheerleading Teams. Almost everyone who presented or spoke of the great pride these teams have brought to our community are North Rockland graduates themselves. Resources for Combating Substance Abuse
Following the nationwide and unfortunately countywide upwards trend in youth substance abuse, recently, there has been an increase in the number of instances involving student use of substances forbidden by the North Rockland Central School District’s Code of Conduct. The District is taking this very seriously as the safety and well-being of our students and staff is always our top priority. Subsequently, the District has set forth measures to help inform students and parents of the inherent dangers of these substances, while also deploying measures to promote a healthy school environment.
Measures being implemented include:
A search of North Rockland High School was conducted in late February by the K-9 units from Rockland and Orange County. 15 officers and their K-9 service dogs swept the facility. Future sweeps are planned in conjunction with the Haverstraw Police Department.
Training for faculty and staff members is being scheduled to help detect the signs of student substance use and the recognition of various forms of paraphernalia.
Increased security in areas of schools where student misbehavior is more likely to occur.
Educational presentations on the dangers of controlled substances are being held for students. A parent information night will be scheduled for later this month.
Adjustment of bathroom supervision protocols
The District will continue our partnership with the North Rockland Coalition for Drug and Awareness Prevention to support our students and families in need of assistance.
The District will add staff to provide substance abuse counseling.
The District is working closely with the town of Haverstraw to bring two School Resource Officer Positions (SRO) to the District.
We recognize the potential dangers associated with the use of substances by our student body and remain committed to the safety and well-being of our students.
