Comprehensive Local Needs Assessment
CLNA Work Session
February 25th, 9:00 a.m. - 3:00 p.m. REGISTER
The CLNA is due for submission to TEA on May 1, 2020. Access to the Perkins V grant application for 2020-2021 requires submission and approval of the CLNA. The CLNA opened February 7, 2020, and both state-level and LEA-level data were released. LEAs that are members of a Perkins SSA will complete portions locally and portions as a group requiring intended 2020-21 Perkins SSA members to attend. LEAs applying individually will have the opportunity to work with peers to collaborate over submission. We will have Workforce staff on hand to assist with data. Bring a device and your own data.
The CLNA-Special Collection (SC) 5600 is now available and can be accessed under the Special Collections tab in eGrants.
Accessing Perkins V Baseline Data
The Texas Education Agency (TEA) is providing data to support districts with completing the CLNA. The data is available in the TEA Login (TEAL website) within the accountability application. Two data files are available for download under the College, Career, and Military Preparation (CCMP) tab within the accountability application:

CLNA is due May 1st!

This year, if your district is submitting an SPP, then all departments will work together on one document. If your assigned numbers do not align with the published cut points and the level you received, reach out to TEA for review. reviewandsupport@tea.texas.gov
Combining CTE/Tech Apps and Removing Duplicate Courses
The 86th Texas Legislature, 2019, passed House Bill 963, which requires the SBOE (no later than March 1, 2020) to conduct a review of the TEKS for CTE and technology applications courses for Grades 9-12 and amend the board's rules to consolidate courses and eliminate duplicate courses. Below is a brief summary of the recommended actions:
- Move Computer Science I (Tech Apps) to Ch. 130, STEM, and repeal Computer Programming I (CTE)
- Move Computer Science II (Tech Apps) to Ch. 130, STEM, and repeal Computer Programming II (CTE)
- Repeal Robotics Programming and Design (Tech Apps) and maintain Robotics I & II (CTE)
- Repeal Digital Video and Audio Design (Tech Apps) and maintain Digital Audio I & II (CTE)
- Move Web Communication (Tech Apps) to Ch. 130, Information Technology, and repeal Web Technologies (CTE)
- Move Web Design (Tech Apps) to Ch. 130, Information Technology, and repeal Web Technologies (CTE)
- Keep Web Game Development and Video Game Design; move Web Game Development (Tech Apps) to Ch 130, Arts and A/V Technology, and Communication.
Developing TBD Courses
The Texas Education Agency is using the innovative course application process to create the to-be-developed (TBD) courses included in programs of study to make them available for the 2020-2021 school year. The instructional gap areas were identified by industry advisory committees to provide students with the skills necessary for post-secondary success. This process does not supersede or replace the State Board of Education’s (SBOE) TEKS revision schedule for CTE career clusters. All innovative course applications require approval from the SBOE before official implementation by local education agencies.
Volunteer committees comprised of industry experts and secondary and post-secondary educators met for two months to prepare 35 priority innovative course applications for submission by the January 17, 2020, deadline. Priority applications are scheduled to be submitted by their respective committees for approval.
This initial step is followed by:
- A review of the application by the TEA’s Curriculum Department
- State Board of Education approval
- Approved innovative courses - to be available in June 2020
NOTE: This process does not guarantee that all TBD courses will be available for the 2020-2021 school year.
New Energy Career Cluster
A new Energy career cluster was discussed at the SBOE at the November meeting to address Texas’ diverse economic landscape. Since 1901, Texas has been a leader in the production of energy. Texas’ geography and natural resources, excellent transportation system, skilled labor force, and leadership in environmental research give the state an energy advantage.
The following three energy-related programs of study have been developed:
- Oil & Gas Exploration & Production
- Refining & Chemical Processes
- Renewable Energy
The following courses have been recommended to move from the Agriculture, Food, and Natural Resources career cluster into the Energy career cluster:
