Digital Equity Plan - 30 Day Comment Period
November 9 - December 9, 2023
Too many communities in Alaska lack access to high-speed internet. Many more face affordability barriers. There is a stark divide between those who have internet access and those who don't. Digital equity means all have access to reliable and affordable high-speed internet to access education, healthcare, employment, and participate in today’s economy. Starting November 9, 2023, and running through December 9, 2023, the Department of Commerce, Community and Economic Development (DCCED), Alaska Broadband Office (ABO), is seeking public comment on the State of Alaska’s Digital Equity Plan.
The Digital Equity Act provides $2.75 billion nationwide to establish grant programs that promote digital equity and inclusion. In advance of “Capacity Grant Awards” (managed by the State of Alaska ABO) the Rasmuson Foundation and their partners over the last year have collected and compiled data and drafted the initial State of Alaska Digital Equity Plan. Attached is that document with State of Alaska Departmental review.
The document outlines the inequities that exist in the state and develops Key Performance Indicators (KPIs) that are focused on reducing or eliminating digital inequity for eight covered populations identified in the Digital Equity Act.
Those populations are:
- Individuals with Disabilities
- Individuals with a Language Barrier
- Individuals who are Members of a Racial or Ethnic Minority
- Individuals who Reside in Rural Areas
- Aging Individuals
- Veterans
- Households at/or below 150% of the Poverty Level
- Incarcerated Individuals
The State of Alaska’s Digital Equity plan and comment form are linked below for public review and comment. All interested parties are invited to submit comments on the Plan using the linked comment form by December 9, 2023.

Cooper Landing School Updates
First Semester Title 1 Meeting
From Principal McKibben: Thank you for those that participated in the Doodle poll to find a common time when we can hold our semester 1, Title I meeting. The date and time that worked best for the most people is tonight, Monday, November 20 from 5:00 - 6:00. An email was sent earlier today with the Zoom link. PAC Officers
We are in need of a PAC president, secretary, and treasurer. It sometimes becomes difficult to conduct the business of the PAC without officers. Please consider volunteering.
Swags
Cadre Feed has still not received our pine boughs. As such, swags will not be available until after Thanksgiving.

Substitutes
Cooper Landing School is in need of substitutes for all positions: teacher, instructional aide, special education aide, secretary, and custodian. Teachers need only to have a high school diploma or GED. A teaching certificate is not required.
Winter Gear
Please make sure your child has a warm jacket, hat, gloves, and when the snow falls, snow pants and boots. If it is convenient for you, and your child has extras, these things can be kept at the school. Please make sure to label each item with your child's name.
Community School Activities
Volleyball - Thursdays, 6:00 - 9:00 pm
Walking/Work-out - Will resume after the first of the year.
Tot Time - Tuesdays and Thursdays, 11:45 am - 12:45 pm
District Office has informed us that since there is no student contact for Community School activities, background checks are no longer needed unless you are issued a key to the school.
Field Trips

Hope School Happenings
Hope School PTO annual pie auction. Please see Tahneta Stroh for donations. Your donations will go to support our students. We appreciate your kindness in donations during this event. The smell will be so wonderful all through Hope. Chugach Electric linemen and other employees may smell it and decide to stay all winter and I know none of us would have a problem with that. This year I think our auction will be a really delightful event.
DOT cameras seem to be up and working. If any of you do not know about https://511.alaska.gov/map , you should check it out. It is just another tool we can utilize to plan a safe trip or know when you may want to cancel a trip. DOT updates the sight fairly regularly and you can view the cameras along the route you plan to travel.
